3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,518 (AUGUST 3 3, 2021), TO CHANGE THE ALLOCATIONS FOR
5 THREE (3) PRIMARY INTENDED USES OF THE FIRST TRANCHE OF
6 THE CITY OF LITTLE ROCK, ARKANSAS, ALLOTMENT OF LOCAL
7 FISCAL RECOVERY FUNDS THROUGH THE AMERICAN RESCUE
8 PLAN; AND FOR OTHER PURPOSES.

10 WHEREAS,on August 3,2021,the Board of Directors of the City of Little Rock, Arkansas, adopted
11 Little Rock, Ark., Resolution No. 15,518 and established allocations for the primary intended uses of the
12 first tranche of American Rescue Plan Act ("ARPA") Local Fiscal Recovery Funds for appropriate
13 purposes; and,
14 WHEREAS, it has been determined that the amount of ARPA Funds initially dedicated to COVID
15 mitigation and to one-time pay for eligible city employees can be decreased,but the amount of such funds
16 dedicated to Fire Apparatus needs to be increased;and,
17 WHEREAS,it is appropriate to amend Resolution No. 15,518 to reflect these changes.
18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. Section 4(B)of Resolution No. 15,518 is hereby amended to decrease the total amount of
21 the expenditures for COVID Mitigation and Prevention from Seven Hundred Thousand Dollars
22 ($700,000.00)to Three Hundred Thousand Dollars($300,000.00).
23 Section 2. Section 3 (B) of Resolution No. 15,518 is hereby amended to increase the total spent on
24 Fire Apparatus from Two Million,Two Hundred Thousand Dollars($2,200,000.00)to Two Million,Three
25 Hundred Thousand Dollars($2,300,000.00).
26 Section 3. Section 5 of Resolution No. 15,518 is hereby amended to decrease the total one-time pay
27 for eligible City employees from Three Million,Two Hundred Thousand Dollars($3,200,000.00)to Three
28 Million,Twelve Thousand, Six Hundred Fifty-Five Dollars($3,012,655.00).
29 Section 4. As a result of the amendments in Sections 1,2 and 3 above,the unobligated balance of the
30 first tranche of ARPA Funds is increased by Four Hundred Eighty-Seven Thousand,Three Hundred Forty-
31 Five Dollars($487,345.00)to a total unobligated balance of One Million,Four Hundred Eleven Thousand,
32 One Hundred Fifty-Six Dollars($1,411,156.00).
33 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
34 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
3 resolution.
4 Section 6. Repealer. All laws, ordinances,resolutions,or parts of the same that are inconsistent with
5 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
