3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE AN AGREEMENT WITH POLK STANELY WILCOX
5 ARCHITECTS, LTD., D/B/A POLK STANLEY WILCOX ARCHITECTS,
6 IN AN AMOUNT NOT TO EXCEED SEVEN HUNDRED TWENTY-SIX
7 THOUSAND, DOLLARS ($726,000.00), TO PROVIDE ARCHITECTURAL
8 SERVICES FOR THE CITY OF LITTLE ROCK PARKING DECK TO BE
9 LOCATED AT THE INTERSECTION OF SOUTH LOUISIANA STREET
10 AND WEST SECOND STREET IN THE CITY OF LITTLE ROCK,
11 ARKANSAS; AND FOR OTHER PURPOSES.

13 WHEREAS, the City's Request for Qualifications No. 1440 ("RFQ") was issued for Architectural
14 Services for a City of Little Rock's Parking Deck to be located at the intersection of South Louisiana
15 Street and West Second Street; and,
16 WHEREAS, pursuant to this RFQ, the Selection Review Committee selected Polk Stanley Wilcox
17 Architects, Ltd., d/b/a Polk Stanley Wilcox Architects, from the five (5) candidates submitting proposals;
18 and,
19 WHEREAS,Polk Stanley Wilcox Architects has the required professional skill and judgment, and is
20 willing to work with the City and the Construction Manager chosen for this project in a relationship of
21 trust and cooperation,and in accordance with Arkansas State Law and the City's Ordinance;and,
22 WHEREAS, the Contract Fee for the architect's services is anticipated not to exceed the amount of
23 Seven Hundred Twenty-Six Thousand Dollars($726,000.00); and,
24 WHEREAS, City Staff will present to the City Board of Directors for approval the final Guaranteed
25 Maximum Price for the project, the architect's fee, and the final costs and reimbursable expenses for the
26 architectural services of this project when a firm construction budget is established, the bonds authorized,
27 and the proceeds received from the bonds.
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The Board of Directors hereby authorizes the City Manager to execute an Architectural
31 Services Agreement with Polk Stanley Wilcox Architects, Ltd., d/b/a Polk Stanley Wilcox Architects, for
32 Architectural Services in an amount not to exceed Seven Hundred Twenty-Six Thousand Dollars
33 ($726,000.00); for the parking deck which will be built at South Louisiana Street and West Second Street,

1 provided this amount may be subject to modification when the Guaranteed Maximum Price for the project
2 is established.
3 Section 2. Funding is available from the General Fund Special Projects, Account No. 108129-
4 S10C413.
5 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
6 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
7 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
8 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
9 resolution.
10 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
11 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
