Variance. Requesting a variance from the rear yard provisions of
Sec. 43-12 of Little Rock Code of Ordinances to permit
construction of a carport.
Mr. Mach was present to represent his application. Mr. Mach stated"that he had
enclosed his carport and made it into a den and would like to construct a new
carport. Mr. Lyons asked if had considered putting it on the opposite side to
eflo Which he replied that he had not. There were no objectors.
In executive session, Miss Penton made the motion to deny this application as

Applicant: West Markham Baptist Church
Location: West Markham Street and Meadowbrook
Description: Lot 6, Jest Markham Street Subdivision
Variance: Requesting a variance from all applicable provisions
of Sec. 43-2 of Little Rock Code of Ordinances to
permit more than one building on a lot
Rev. Branscom, pastor, was present to represent this application. They desire to
build an educational unit on the lot. Mr. Lyons asked about thier off street
parking provisions_ Rev. Branscom said they owned the gravel lot across the street
and that it provided ample parking for his congregation. The construction of the
new building would be of blocks and bricks. The question was asked if they would
join the buildings together any way, he said that they would join them with a metal
canopy.
Mr. Lyons asked how many seats in the sanctuary, He said it was designed for 350
but that they did not have that many pews. There were no objections.
In executive session, Mr� Farrell made the motion to approve this application
provided the church comply with the parking ordinance for the gravel lot. Mr.
Meeks seconded the motion and it carried unanimously,

Variance: Requesting a variance from the side yard provisions of
Sec, 43-12 of the Little Rock Code of Ordinances to
permit enlargement of kitchen and open front porch
Mr. Clements was present to represent his application. He said he would like to
build an open front porch on his house and enlarge his kitchen.
In executive session Mr� Meeks made the motion to approve this application.
Miss Penton seconded the motion and it carried unanimously.

construct a new one on the front of his house.

Mr. Farrell made the motion to approve this application with Miss Penton seconding.
The motion carried unanimously.

Applicant: R. E. Bradshaw
Location: 3900 Asher Avenue
Description: Lots 3, 4, 5, Block 14, R. C. Butler's Addition
Classification: "F" Commercial District
Variance: Requesting a variance from the use provisions of Sec. 43-7
of the Little Rock Code of Ordinances to permit a public
garage
Mr. Bradshaw was present. Mr. Bradshaw said that he was not going to build a new
building but remodel the present structures He said the public arage will be
under the present building. He said the used car display would be on the west
side of the building.
Two objectors wewe present, tars. Lipe, owner of the West Side Cleaners, and Mrs.
Dave King. Mrs. Lipe said she had a lot of money invested in her property and
felt that a used car lot would depreciate her property. She said she couldn't
think of anything more unsightly. She also felt that the lights would disturb her.
Mrs. King felt the same way, Mrs. Lipe seemed to think that Fir. Bradshaw would
put in a billard parlors He said as long as he owned the place he could assure
her of the fact that there would be no billiard parlor.
In executive session Mr. I'lieeks made the motion to approve this variance provided
it conform with the Parking Ordinance. Miss Penton seconded the motion and it
carried unanimouslya

Applicant: Carl Beighley

Variance: Requesting a variance from the side yard provisions of
Seca 43-12 of the Little Rock Code of Ordinances to

Mr. Meeks made the motion to approve this application with Mr. Farrell seconding,

Variance: Requesting a nursery school as a special exception of
Seca 43-22 of the Little Rock Code of Ordinances

Rev. Phillips and Mr. & Mrs. Cook were present to represent this application.
The present property is a big two-story house. Rev. Phillips explained that
his church wanted to sell this to Mr. & Mrs. Cook for a nursery school.
Mr. Lyons asked if there were any objections. Rev. Phillips said there was
only one objection but he felt that it was more a personal matter than really
an objection. The Board asked what ages would they keep in the nursery. The r
Mrs. Cook said from two years old to six. There is no traffic problem.

would be used for to which they replied it would be for hired help.
In executive session Mr. Meeks made the motion to approve this request with the
understanding that if this property should be sold to someone else this permit
would be void. Miss Penton seconded the motion and it carried unanimously.

Variance: Requesting a variance from the rear yard provisions of
Sec. 43�-1.2 of the Little Rock Code of Ordinances to
permit construction of two bedrooms.
Mr. Halbert was present. Mr. Halbert said that he wanted to add, two bedrooms
to the back of his house. He was asked what type of construction and he said it
would be the same as the rest. There will be no plumbing.
Miss Penton made the motion to approve this application with Mr. Meeks seconding.
The motion carried unanimously.

Description: Lot 2, block 23, Park Addition
Classification: "C" Two-family District
Variance: requesting a variance from the side yard provisions of
Sec. 43.-12 of the Little knock Code of Ordinances to
permit construction of a back porch.
Mr. Philips was present. He said his house was built in 1926 and they didn't
leave much room for a carport. He wants to build a room on the back for a back
porch and part of it will be for a utility room. The rest will be a porch.
Mr. Meeks made the motion to approve this request. Miss Penton seconded and the
motion carried unanimously.

Variance, Requesting a variance from the side yard, front, and rear
yard provisions of Sec, 43-5 of the Little Rock Code of
Ordinances to permit an accessory building to be used
as living quarters
At one time this building was used for servants quartersa In the past few years
it has been used for storage, Mr. Sikes said he would replaster it, put in new
plumbing fixtures; etc.
Sinae the existing structure encroaches into the alley and into 13th street right
of way, and since it is located in the approved Urban Renewal Plan, which includes
the minimum building standards, I°i,.ss Fenton made the motion to deny this requesto

Mr. Dixon was not present, In executive session, Mr. Meeks made the motion to
approve this request provided the building be removed from the lot and provided
it conforms with the Parking Ordinance. The motion was seconded by Miss Penton
and carried unanimously

Classification: "B" Residence
Variance° From the rear- yard provisions of Section 11 of Ord.
5420 to permit completion of garage by raising the
back half 6 feet to conform with the front half
Mr, Eastin was present. Mr. Eastin said that he intended to move the trailers
out of the yard and clean up as soon as he could. He said that he would not
use this for commercial purposes. There will be no plumbing in it.
Mr. Meeks made the motion to approve this application provided there is no plumb-
ing. Miss Penton seconded the motion and it carried unanimously.

fifth and Izard, They just wondered if there was a chance in building this type
apartments
V. Other Matters (IVot Advertised)
Rev. James Philips was present to ask if he could have a special meeting so
that he could. proceed with construction of the new building for his church.
He said this would just be a temporary building.
A special meeting was set up.
The meeting was adjourned at 4 a 00 P o M.
