New Matters (Advertised) Docket No. 41-62 Applicant: Johnny King Location: 314 Fountain Description: Lot 8, Block 7, Young's Park Addition Classification: "B" Residence District Variance: From the front and side yard provisions of Section 11 of Ord. 5420 to permit outside stairway and south entrance Johnny King was present. Mr. Lyons asked Mr. King why he wanted the stairway, and he replied that he was adding on to his house and needed the stairway for the entrance. Mr. E. C. Binkley was present and stated that the houses in that area were too close now and that if Mr. King were allowed to build the proposed stairway, his house would be only three feet from the stairways He felt it would be unsitely and would lower the value of his property, Mr. Meeks made the motion to deny the proposed stairway entrance on the side. The motion was seconded by Mr. Farrell and was carried unanimously. However, the Board had indicated that they might consider a stairway on the back part of the lot. Docket No. 42-62 Applicant: Harold E. Harrison Location: 4421 West 22nd Street Description: Lot 1, Block 10, Sam Welch Addition Classification: "B" Residence District Variance: From the front and side yard provisions of Sec. 11 Page 2 of 6 of Ord, 5420 to permit construction of a screened - in porch Mr, Harold Harrison was present. Mr. Harrison was asked how close the adjacent house was to him, to which he replied eleven feet from the property line. The motion was made to approve this application by Mr. Meeks with Scott Farrell seconding. It was carried unanimously. Docket No. 43,762 Applicant: James T. Grant Location: 3913 West Capitol Avenue Description: Lot 3, Block 1, Reyburn & Wright Addition Classification: "C" Two-family District Variance: From the front and side yard provisions of Section 11 of Ord. 5420 to permit construction of a den Mrs, Grant was present. The existing house was constructed too close to the side and front property lines. Mr. Lyons asked Mrs. Grant if this proposed building was a one -family dwelling to which she replied it was. There were no objections and the addition to the house would be built of the same material as the rest of the house. In executive session, the motion was made to approve this proposed variance by Mr. Lyons, The motion was seconded by Mr. Meeks and carried unanimously. Docket No,. 44-62 Applicant: H, A. Johnson Location: 1403 West 12th Street Description: Lot 2, Block 1, Centenial Addition Classification: "C" Two-family District Variance: Requesting permission to locate a public garage in a Commercial District as a special exception Mr. H. A. Johnson and Mr. Byrd were present. Mr. Johnson stated that he ran a motor bearing shop and the proposed area was the only location near his old shop where he could locate. The question was asked if this would be a noisy operation to which he replied it would not, that it was strictly motor work. Mr. Lyons asked what type of construction would it be. Mr. Byrd said it would be a brick, steel, fire -proof building. The question was asked as to how long had he been in his present location. Mr. Johnson said that he had been there for six years and that the proposed location would be the same operation. There were no objections and there is ample parking space. In executive session, Mr. Farrell made the motion that this application be approved subject to rezoning. Mr. Meeks seconded the motion and it carried unanimously. l Page 3of6 Docket No, 45-62 Applicant: Mr. E. L. Hewitt Location: Southeast corner of "R" and University Description: Lot 9, 10, 11, & 12, Block 9, Mountain Park Addition Classification: "F" Commercial District Variance: From the rear and side yard provisions of Section 13 of Ord. 5420 to permit construction of a building Mr. Hewitt was present, Mr. Hewitt stated that the building would not be closer to the property line than the other existing buildings, and feels the building would be an improvement over the vacant area. In executive session, the motion was made to approve this application subject to complying with the parking requirements of the Little Rock Zoning Ordinance. The motion was seconded by Mr. Meeks and carried unanimously, Docket No. 46-62 Applicant: Carson Bray Location: 1504 Scott Description: Lot 11, Block 16, Original City Classification: "E" Apartment District Variance: Requesting a carport 30 X 50 on the rear 30' of the lot as a special exception Since there was no one to represent this application, the Board deferred this application until the next meeting. Docket No, 4 -62 Applicant: Charles T. Carroll Location: 2209 S. Tyler Description: Lot 8, Block 41, Cherry & Cox Addition Classification: "B" Residence Variance: From the side yard provisions of Section 11 of Ord, 5420 to permit construction of a bedroom and living room Mr. Carroll was present. Mr. Lyons asked how close the existing house was to the next house, to which he replied 10' from the property line. There were no objections. The motion was made by Mr. Meeks to approve this application and was seconded by Mr. Farrell and carried unanimously. Docket No. 48-62 Applicant: Corder and Fields Location: Northwest corner of Grant and "R" Street Description: Lot 6, Block 8, Mountain Park Addition Classification: "F" Commercial District Variance: From the front yard provisions of Sec.'13 of Ord, 5420 to permit commercial building to be constructed to within 5 feet of the front property line to line up with existing bld, Page 4 of 6 Mr. Corder wants to set the building in line with other buildings. There will be no property owners affected and the new building would make the best of appearance. The back 1/3 of the lot will be used for off-street parking. Mr. Corder stated that everything that was not covered by the building would be paved. Mr. Meeks made the motion that this application be approved provided it conforms with requirements of the parking rules and regulations. Scott Farrell seconded the motion and it was carried unanimously. Docket No._ 4 -62 Applicant: Locations Description: Classification: Variance: Southwestern Bell Telephone Company by R. F. Farrell 2500 East Roosevelt Road Long legal "K" Heavy Industrial District From the number of buildings permitted on lot pro- visions of Section 2 of Ord, 5420 to permit more than one building on a lot No one was present to represent this application. Mr. Meeks made the motion that they be allowed to build 5' from their back property line. The motion was seconded by Mr. Farrell and carried unanimously. Docket No. 50-62 Applicant: Mrs. H. A. Wells Location: 519 East 6th Street Description: Long legal Classification: "D" Apartment District Variance: From the front and side yard provisions of Section 12 of Ord. 5420 to permit enclosure of front porch, entrance to side of house, and also to permit the erection of two rooms and one carport and storage room. Mr. Meeks made the motion that this application be approved provided it does not extend further than existing porch and that the main entrance to either apartment shall not be on the side of the building. (West Side) The motion was seconded by Mr. Farrell and carried unanimously. Docket No._51-62 Applicant: William C. Williams Location: 1305 W. 28th Description: Lot "A", Block 13, Crawford's Addition Classification: "B" Residence District Variance: From the side and front yard provisions of Section 11 of Ord. 5420 to permit erection of a carport No one was present to represent this application. Scott Farrell made the motion to approve this application with Mr. Meeks seconding. Capitol Avenue Lots 4, 5, 6, 7, 11, 12, 13, 14 Weils Addition "I" Light Industrial Requesting a variance from the street dedication re- quired for a lot as defined by the Zoning Ordinance as a special exception, Billy Bailey and Calvin Bailey were present. Mr. Lyons asked what would be the access to which they replied Gregg Street. Mr. Meeks made the motion that this application be approved. Scott Farrell seconded the motion and it was carried unanimously. IV. Other Matters (Advertised) Docket No. 30-62 Applicant: Drummond Funeral Home Location: 1612 - 1614 West Ninth Description: Lots 7 & 8, Edmonson's Resubdivision Fractional Block 1, Marshall and Wolf's Addition Classification: "C" Two-family District Variance: Pursuant to Sec. 18-4 of Ord. 5420 requesting permission to locate a parking lot in a restricted district Phil Dixon was present. Mr. Dixon stated that planters would be around the parking lot to hide parking lot from residence. Mr. Lyons asked that they not use the 22L X 50 strip at the st, -end for parking to which they agreed.. nn-r �r Mr. Meeks made the motion that the 22z X 50 strip at the satth end be used for yard space and that all the parking rules be complied with. Scott Farrell seconded the motion and it was carried unanimously. Docket No. 39-62 Applicant: Allen D. Anthony Location: 7612 Ohio Street Description: Long legal Classification: "A" One -family District Variance: From all applicable provisions of Sec. 11 and from the provisions of Sec, 18-4 of Ord, 5420 to permit location of a school in a restricted district. Mr. Anthony was present and six objectors. The people opposed to the school and still felt that the school offered them nothing and that it would lower the value of their property. They could not understand why a "commercial" school was allowed in an "A" One -family District so Mr. Stocks read and explained the definition of schools. Mr. Anthony pointed out that he bought the property in 1955 and it was announced then what the desired use of the property would be. Mr. Meeks made the motion that two buildings on one lot be denied. It was seconded by Mr. Farrell and carried unanimously. Page 6 of 6 V. Items Not On Agenda Docket No. 34-62 Mrs, Seward wanted the Board to reconsider their opinion. She wants to extend her living room out to the porch. The Board directed this matter to be placed on the agenda at the next meeting. The meeting was adjourned at 4:30 P. M. APPROVED: Maxwell J.
