AS REQUESTED. (5 ayes - 0 noes - 0 absent)
Staff Recommendation: This issue involves access through residential
property ("D" Apartment) to service a non-residential use. The staff
recommends approval of this application as we encourage businesses to
attempt to re-route their access to avoid individual curb cuts on
major arterial streets and thus reduce traffic congestion and the
probability of accidents.
The application was represented by Robert M. Wilson.

AS PILED SUBJECT TO COMPLIANCE WITH ALL APPLICABLE CODES AND
REGULATIONS. (5 ayes - 0 noes - 0 absent)
Staff Recommendation: This application is a result of Ord.
No. 13,080 Gassed Aug. 19, 1975 by the Board of Directors. Said
ordinance designates the Board of Adjustment to be the Trailer
Court Board of Appeals and empowers said Board to review mobile
homes for security purposes. The staff recommends approval of
this application as an accessory use, subject -to the structure
meeting all applicable building code and zoning ordinance
requirements.

BOARD OF ADJUSTMENT ACTION: THE BOARD VOTED TO APPROVE THE REQUEST
SUBJECT TO PROVIDING (1) 4 ft. wood (opaque) fence on west line of
parking surface (2) the screening on south line of parking to be
4 ft. opaque and of type owner desires (3) no screen required on
north line (4) wheel stops on west line of parking. (5 ayes -
0 noes - 0 absent)
Staff Recommendation: Subject property has been reviewed by the
Planning Commission 4 times in a period from 2-6-74 to 9-4-75.
It was a request for "E-1-A" Nursing, Lodging and Undertaking
District which was in conflict with the High St. Urban Renewal
Plan and opposed by the Housing Authority. After 3 deferrals, the
staff suggested the possibility of taking the issue to the Board of
Adjustment to allow the parking in a residential zone. The appli-
cant and the Housing Authority agreed this woula be an acceptable
alternative. The application was withdrawn as a rezoning issue
and placed on the Board of Adjustment agenda for waivers involving
parking in a residential zone and two uses on the same lot, The
staff recommends approval of the application as requested provided
no additional structures are added to subject lot and that required
screening and paving regulations are met.

BOARD OF ADJUSTMENT ACTION: THE BOARD VOTED TO APPROVE THE REVISED
PARKING PLAN AS SUBMITTED SUBJECT TO LANDSCAPING AND SCREENING AS
REQUIRED BY ORDINANCE. (5 ayes - 0 noes - 0 absent)
Staff Recommendation: This issue was before the Board of Adjust-
ment last month at which time the building addition was approved
pending some resolution to the parking problem. The applicant has
submitted a parking lot layout comprised of the two lots in the
previous application and two additional lots under their ownership.
There are 48 spaces in the proposed parking plan and 14 spaces on
site, for a total of 62 spaces. Information from the applicant
indicated there were 53 autos used by some 100 employees. The staff
recommends approval of this parking layout subject to the required
screening and landscaping as it gives considerable relief to the
residents of the area.
Stanley Price, Attorney, and Roy Kumpe spoke for the issue.
There were 7 persons present in opposition to the request. The
following persons spoke in opposition: Mr.N. P. Elliott, Mrs.
Bullard, Mr. C. 0. VanCleve.
There being no further business, the meetin was adjourned at 2:45 P.M.
