At this property, there is a larger (approximately 1,472 square foot) main house and a smaller (approximately 540 square foot) studio guest house in the back yard. There is a driveway for one or two vehicles next to the main house and there is a parking pad, accessible through the back alley, with parking for one car next to the guest house. I am asking to be able to use the smaller guest house as an accessory dwelling that will be rented, and I am also seeking a variance as neither building will be owner -occupied, though I do live less than five minutes away. I do not plan to make any additions or change the footprint of this building. I purchased this property with my now ex-husband on March 8, 2016. 1 obtained sole ownership through my divorce, and on July 1, 2021, transferred ownership to 2220 North Arthur Street LLC, of which I am the sole member/owner. My LLC is registered with the City of Little Rock's Rental Registration Program and has a proper business license. Since I purchased the home, I have used the guest house in a number of ways: as an extension of the main house as kind of a hangout space, as a guest suite for family and friends visiting, and finally as a rental. The current tenant moved in November 2020 as a guest of mine, then began paying rent sometime in 2021. However, we know that the building has been used as a dwelling for much longer than that. In conversations during our purchase of the property, we heard from the previous owners that the guest house was already functioning as an accessory dwelling/guest house at the time they purchased the property in 2009, but that they did an extensive renovation due to the condition of the building. There was somebody living in the building when we first toured the house, I believe in December 2015. Several years ago, I met one of the people who owned the house from 2008-2009, and I recently confirmed with her that the building was outfitted as an accessory dwelling/guest house when they purchased the property in 2008, and that is how they used it as well. I do not have any information about how the property was used prior to 2008, but the City's representative in the Planning Department stated that the building itself is visible on aerial maps available to the City at least back to 1960. It seems from the presence of an old driveway that it is likely that the building has been there since the house was built in approximately 1942.
