The Little Rock Violin Shop (LRVS) is seeking a Conditional Use Permit for the property at 1016 Rock
St, Little Rock, AR 72202. The property is adjacent to our existing location at 316 E 11' St, Little
Rock, AR 72202, for which a conditional use permit has already been granted. 1016 Rock St is owned
by LRVS owner, Joe Joyner, and currently serves as his primary residence. The property is zoned R-4A
and we request a change to C-1 to allow for the permitted uses of office, photography studio, and music
studio. In addition, we are also seeking approval for the C-1 conditional use of woodwork shop.
The purpose of obtaining the Conditional Use Permit is to allow for the expansion of our storage and
working areas. One room of the house will be used as an office and photography studio for instrument
and product photography. We will also use 1-2 rooms of the house as a music studio for teaching private
lessons. This would open up a new revenue stream for LRVS and create added street traffic of 4-8 cars
per day, with no more than 2 cars parked outside at a time for this purpose.
Finally, we are seeking permission for the conditional use of woodwork shop. We propose to move one
of our instrument repairman to 1016 Rock St to allow more working space. While the majority of our
work is performed with handtools, there will also be small power tools, such as a bandsaw, disc sander,
and drill press, used in the shop. These will be used inside and produce little to no noise disturbances for
our only neighbor to the North. Use will be limited to business hours.
The proposed changes for the use of 1016 Rock St as a C-1 commercial space should create no
noticeable changes for our neighbors on Rock St. No signage will be created for the property and there
are no proposed changes to the landscaping or existing site plan. No additional parking will be created
and any additional traffic or parking needs will be the result of private lessons and new jobs created. Any
traffic increase will be noticeable only during business and early evening hours. All customer sales will
continue to take place at our retail location, 316 E. I Ph St.
Our property survey shows a frame building located behind 1016 Rock St. This 500 sq/ft cottage is
occupied by an LRVS employee who will remain a resident there and serve as the property overseer.
