RE: Crystal Valley Trails Preliminary Plat
Mr. Moore,
Please find attached the cover letter, application, filing fee and preliminary plat for the above
referenced project. The developer wishes to subdivide 169 acres located north of the intersection of
Crystal Valley Road and Colonel Miller Road. The proposed development would contain 551 lots that
are 50 ft. wide by 120 ft. deep. The project would be developed in 60 to 80 lot phases.
Currently, the property is located within the county but adjacent to the city limits line along the eastern
boundary. The developer will submit the property to be annexed into the city in conjunction with this
application.
The Master Street Plan indicates a collector street extending north from Crystal Valley Road into this
property. The layout proposes a 31 ft. wide collector street extending to the northern limits of the
property. A residential street will loop from the collector along the west property line to create a
second access per Arkansas Fire Code.
Sanitary sewer is located approximately 1,500 ft. to the south. CAW has facilities located in three
directions all with different gradients. The developer will work with both LRWRA and CAW to extend
water and sewer service to the project.
The developer is requesting two variances. The first variance is to create a trail system throughout the
development that would connect the proposed lots to the green space and park areas to the north. The
developer is also requesting the ability to advance grade future phases. This will allow the developer to
clear and grade future phases and progress ahead of current phases.
The developer believes this project will be a big asset to the area with new homes, walking trails and
green space for young families and their kids. Please place this item on the next available docket. Do
