Pulaski County has no authority to exempt the requirement. We issue driveway permits within County Rights of Way. If half street improvements are deemed needed or required, the applicant’s engineer provides the design and construction documents and Road and Bridge reviews them. Once reviewed and all comments are addressed, the applicant provides a surety guaranteeing the improvements. Once the County has the surety, the applicant is notified by letter or email that construction can proceed. No formal permit is issued by the County. In the past, Pulaski County has denied issuance of permits to improve County streets outside of the City limits when the widening was required by a City of Little Rock Planning Commission approval. Those denials occurred for several reasons. This subdivision is a minor sub. the rd is rural and a dead end.
