Re: Z-4685-B (Pilgrim Valley Baptist Church – Conditional Use Permit)
Development Comments
1. The Proposed Activity Building - Exterior Building Materials – The west, north and east
elevations are pre-engineered metal ribbed siding, the south elevation with main entry is pre-
engineered metal ribbed siding with face brick at the building entry and face brick wainscot
accent elsewhere on the elevation. The roof is pre-engineered metal ribbed panels. The
covered vehicular drop-off is pre-engineered metal framing with pre-engineered metal ribbed
panels at the roof.
The Future Storage Building - Exterior Building Materials – The west, north, east and south
elevations are pre-engineered metal ribbed siding with pre-engineered metal ribbed panels at
the roof.
2. The Proposed Activity Building – The Eave height is approximately 14 feet and the Ridge height
is approximately 23 feet and 6 inches Above Finish Floor.
The Future Storage Building - The Eave height is approximately 10 feet and the Ridge height is
approximately 13 feet and 6 inches Above Finish Floor.
The height of the buildings are below 35 feet.
3. A variance for a reduced rear building setback is requested.
4. All site lighting will be low-level and directed away from adjacent properties.
5. The trash will be collected in standard residential regular and recycle trash containers. The trash
will be collected and placed on the curb for collection by the City. There will be no trash
dumpster. See the Architectural Site Plan.
Landscape Comments
1. All site development will comply with City minimal landscape and buffer ordinance
requirements.
2. The land use buffer at the south end of site will be increased to 6 percent of lot width. Six feet
tall opaque fencing will be installed along the south side of the parking area. Landscaping will be
provided to meet City landscape ordinance, section 15-81.
Six feet tall opaque fencing will be installed along the north side of the site adjacent to the
residential property.
3. Perimeter landscape strip will be provided at parking areas adjacent to adjoining property and
right-of-way of any street. (A twenty-five percent reduction of landscape provisions can be
taken for developments within mature areas). Minimum 6 feet 9 inches wide perimeter planting
strip to be provided. One tree and three shrubs or vines shall be planted for every thirty linear
feet of perimeter planting strip.
The south perimeter landscape strip will be adjusted for conformity.
4. Screening requirements will be met along street right-of-way. Screening shrubs will be provided
with linear spacing of three feet along the landscape area. Trees to be provided with linear
spacing of not less than 30 feet linear spacing.
5. With 12 or more parking spaces 8 percent of the vehicular use area will be designated green
space evenly distributed in the vehicular use area. Minimum landscape area to be 150 square
feet. One tree to be provided for every 12 parking spaces.
Percentage of interior landscape area equals 225 square feet.
6. The building landscape areas shall be provided between the building and vehicular use area and
the general vicinity of the building equal to a 3 feet wide strip along the vehicular use area. One
tree and four shrubs shall be planted in the building landscape area for every 40 linear feet of
the vehicular use area abutting the building.
Total linear footage adjacent to vehicular area is 80 feet by 3 feet 240 square feet of potential
landscape area. Available landscape area adjacent to the building is 23 feet by 3 feet equals 69
square feet. Additional building landscape area is 8 feet by 7 feet equals 56 square feet along
the west end of the building. And along the east end of the building the additional building
landscape area is 19 feet 6 inches by 6 feet equals 117 square feet, totaling 242 square feet.
7. A landscape irrigation system will be required for developments of one acre or larger and will be
provided.
8. Existing trees will be preserved where possible as recommended by the City Beautiful
Commission. Credit toward fulfilling landscape ordinance requirements can be given for
preserving trees of six inch caliper or larger.
Civil Engineering Comments
1. A grading permit is required in accordance with section 29-186 (c) & (d) will be required prior to
any land clearing or grading activities on the site. Site grading and drainage plans must be
submitted and approved prior to start of construction.

2. Damage to public and private property due to hauling or operation of construction related
equipment from a nearby construction site shall be repaired by the responsible party prior to
issuance of certificate of occupancy.

3. Hauling of fill material on or off the site over municipal streets and roads requires approval prior

approval with the site development package.

5. Plans of all work in the right-of-way shall be submitted for approval prior to the start of work.

proposed not to be used with this development.

LR Fire Department Comments
Maintain Access:
Maintain fire apparatus access roads at fire hydrant locations as per Appendix D of the 2012
Arkansas Fire Prevention Code Vol. 1 | Section D103.1 Access road width with a hydrant.,
minimum road width shall be 26 feet, exclusive of shoulders.
The width of all roads with fire hydrants will not be disturbed.
Grade
Maintain fire apparatus access roads at fire hydrant locations as per Appendix D of the 2012
Arkansas Fire Prevention Code Vol. 1 | Section D103.2 Grade. Fire apparatus access roads shall
not exceed 10 percent in grade except as approved by the fire chief. If grade exceed 10 percent,
approval will be denied and the applicant must resubmit request to be reviewed by Fire Chief
for Approval.
All fire apparatus access roads will not exceed 10 percent in grade.
Loading
Maintain fire apparatus access roads at fire hydrant locations as per Appendix D of the 2012
Arkansas Fire Prevention Code Vol. 1 | Section D102.1 Access and Loading. Facilities, buildings or
portion of building hereafter constructed shall be accessible to fire department apparatus by
way of an approved fire apparatus access road with asphalt, concrete or other approved driving
surface capable of supporting the imposed load of fire apparatus weighing at least 75,000
pounds.
All driving surfaces will be capable of supporting fire apparatus with loads weighing up to at
least 75,000 pounds.
Commercial and Industrial Developments – 2 means of access - Maintain fire apparatus access
roads at fire hydrant locations as per Appendix D of the 2012 Arkansas Fire Prevention Code Vol.

Section D104.1 Buildings exceeding three stories or 30 feet in height. Buildings or facilities
exceeding 30 feet or three stories in height shall have at least two means of fire apparatus
access for each structure.
Does not apply – This project is one story structure.
Section D104.2 Buildings exceeding 62,000 square feet in area. Buildings or facilities having a
gross building area of more than 62,000 square feet shall provide two separate approved fire
apparatus access roads.
Does not apply – This project is 5,600 square feet in size.
Exception: Does not apply – This project is 5,600 square feet in size.
D104.3 Remoteness. Where two fire apparatus roads are required, they shall be placed a
distance apart equal to not less than one half of the length of the maximum overall diagonal
dimension of the lot or area to be served, measured in a straight line between accesses.
Does not apply – This project does not require two fire apparatus roads.
30 Foot Tall buildings – Maintain aerial fire apparatus access roads as per Appendix D of the 2012

Does not apply - Adjacent fire apparatus access road is a minimum of 26 feet wide is in the
immediate vicinity of the building.
D105.3 Proximity to building.
Does not apply - Adjacent fire apparatus access road is within a minimum of 15 feet and
maximum of 30 feet from the building.
D105.4 Obstruction.
Does not apply - Adjacent fire apparatus access road has no obstructions over the road.
Fire Hydrants
Locate Fire Hydrants as per Appendix C of the 2012 Arkansas Fire Prevention Code. Section
C101 – C105, in conjunction with Central Arkansas Water (Daniel Tull 501-377-1245) and Little
Rock Fire Marshal’s Office (Capt. Tony Rhodes 501-918-3757 or Capt. John Hogue 501-918-
3754). Number and Distribution of Fire Hydrant as per Table C105.1.
Fire Hydrant Locations –
1. One fire hydrant is located to the northwest of the site at the northwest corner of 18th
Street and Wolfe Street.
2. One fire hydrant is located to the northeast of the site at the northeast corner of 18th
Street and Marshall Street.
3. One fire hydrant is located to the southeast of the site at the southwest corner of Wright
Avenue and Marshall Street.
