RE: Petition for Conditional Use Permit for 5120 F Street
Ladies and Gentlemen:
Pursuant to Section 36-101 et seq. of the City of Little Rock, Arkansas Code of Ordinances
(the "Code") enclosed with this letter is an Application for Conditional Use Permit (the "Petition")
submitted on behalf of our client PDP Creations, LLC, a Texas limited liability company (the
"Applicant") to the City of Little Rock, Arkansas (the "City"). The Applicant entity is controlled
by a Little Rock native who grew up in the Hillcrest neighborhood.
Through extensive research, our client determined there is a need to increase the
accessibility of housing to the medical profession in Little Rock (especially in close proximity to
hospitals). The effects of the COVID-19 Pandemic have augmented our client's awareness and
gratitude to these professionals.
The Petition concerns residential property located at 5120 F. Street, Little Rock, Arkansas
72205 (the "Property"). The Property has two main structures: a main house and an accessory
dwelling. The accessory dwelling recently became an option to assist with our client's goal to
provide comforting, affordable residency for our medical heroes if approved for medium term
residency.
The Applicant desires to prospectively utilize the accessory dwelling as a leasehold unit to
house traveling professionals such as medical personnel for short -to -medium terms (1 month or
more) while they are working in Little Rock. Our client has already begun modifications to the
marketing of the main house so that it will reach and benefit the medical personnel market.
The Petition requests that the Planning Commission approve that a Conditional Use Permit
be issued to the Applicant for leasehold utilization of the accessory dwelling located at 5120 F

Street, Little Rock, Arkansas 72205, and, as necessary, recommend further approval to the Board
of Directors of the City of Little Rock (the "City Board").
The Applicant is also aware of the notice procedures required to accompany the submission
of the Petition and will begin notifying the proper parties as soon as is practicable after the
acceptance of this Petition by the City.
The proper application fee is tendered with this cover letter.
