Subject: Carter Lane Residents Objection to Proposed Development location:
Carter Lane Cove (S-1897)
To whom it nay concern:
We, the residents of Carter Lane, request the Commission not approve the
construction of 16 homes on this Carter Lane Cove site as currently proposed.
The Carter Lane Cove proposed site development is not consistent with the
quiet limited density residential Carter Lane neighborhood. The City Planning
Commission agreed with Carter Lane Residents in 2010 concerning the
proposed Carter Oaks 5-acre development, reducing the number of homes
connecting to Carter Lane from the original proposed development to five (5)
houses.
The Carter Lane residents, as in 2010, again encourage the Planning
Commission to preserve the Carter Lane existing neighborhood. Carter Lane
residents' opposition is based on these potential/probable negative community
effects:
(1) The loss of neighborhood and community character.
(2) A decrease in the market value of Carter Lane homes.
(3) Increased traffic congestion adding 32 cars twice (64) per day to an
already dangerous motor vehicle and pedestrian situation on Carter
Lane's narrow dead-end substandard country lane.
(4) Storm water drainage would be severely increased with Carter Lane
Cove's 16 additional roofs and paving. The Carter Lane Cove proposal
basically paves 5 acres resulting in greatly increased storm water runoff
from its proposed footprint draining into the currently overloaded creek
that is used as a sub-standard drainage system.
(5) The neighborhood that is southeast of the Carter Lane Cove proposed
development already experiences property damage because the creek
overflows its natural boundaries failing to contain the storm water during
large rain events causing water to back up at Taylor Loop flooding
residential properties along the entire creek which flows through the
proposed Carter Lane Cove development.
(6) The type of housing complex proposed at Carter Lane Cove will add more
than 32 individuals into a quiet neighborhood of 16 family homes.
(7) The proposed density for Carter Lane Cove, like the originally proposed
2010 Carter Oaks development, should be limited to no more than 5
homes on Carter Lane. Any additional home development should require
entry other than Carter Lane.
Please DO NOT approve 16 additional homes having access from Carter Lane.
This poorly maintained lane is a dirt road with a thin layer of deteriorating
gravel coating in much need of repair. Carter Lane falls short to support current
traffic, about 32 cars per day. Adding an additional 32 vehicle round trips daily
will reduce Carter Lane, a narrow dangerous already overloaded corridor, back
to its history as a muddy dirt road known as Route 5.
Please DO NOT approve more than 5 houses with access from Carter Lane in the
Carter Lane Cove proposal.
For the above reasons the Carter Lane property owners overwhelmingly
request the Carter Lane Cove proposal not be approved for more than 5 houses
having Carter Lane access.
If the Commission approves the construction of 1nore than 5 houses, accessed
by Carter Lane on this site, we propose the Carter Lane Cove developers be
required to re-construct the entire length of Carter Lane with curb and gutter
and a roadway foundation including a circle turnaround (cul-de-sac) at the
south end consistent with city street load rating requirements, or require the
Carter Lane Cove developers to construct new access other than Carter Lane.
Thank you for hearing the Carter Lane residents' opposition to the currently
proposed Carter Lane Cove development.
