This drainage report is submitted in fulfillment of the requirement for a storm water drainage report. PROJECT OWNER AND DEVELOPER: Cooper Land Development, Inc. 903 North 471h Street Rogers, Arkansas 72756 PROJECT LOCATION: The subject property is located southwest of David O. Dodd Road and northeast of Crystal Valley Road in Pulaski County, Arkansas. See the attached Vicinity Map for exact location. PROJECT DESCRIPTION: The project site contains approximately 363 acres of undeveloped land. The site is heavily wooded and contains a clear lake nestled in the northern portion of the property. The terrain is generally hilly with some flatter elevations located along the streams and surrounding the lake. SITE DRAINAGE: The property contains multiple drainage basins due to the hilly nature of the site. Yet, Sienna Lake Subdivision, Phase li can be divided into two main drainage basins. Because of the hilly terrain, runoff from these basins quickly forms into large channels which flow from the high elevations toward the southwest, and directly into Sienna Lake. These are referred to as from the West Basin and the Sienna Lake Basin respectfully. Please see the attached Drainage Area Maps for these basins. WEST BASIN Detention calculations for this basin were completed using the modified rational method per recommendation from the City of Little Rock, Arkansas's "Storm Water Management and Drainage Manual. Further investigation shows that the West Basin is split by a ridge as seen on the Drainage Area Map. Because the detention pond was likely to be quite large and we had little space to place a pond on the eastern part of the basin, we were forced to design only a dry pond on the western part of the basin. Therefore, we determined the Pre -development peak discharge for the entire basin as well as the Post -development peak discharge for the western part and the eastern part of this basin. We overcame the problem of only being able to detain the western part by over sizing the dry pond to account for the undetained runoff increase from the eastern part of the basin. See the West Basin Flow Summary and Detention Pond Summary below. The dry detention pond is a located in the southwest corner of the West Basin and is approximately 0.2 acres in size. The four feet deep pond has 3:1 side slopes and is penetrated by a 24" corrugated metal pipe. The 24" CMP releases the 100 Year storm event and a 3' rip - rap weir with 3:1 side slopes allows for release of anything over the 100 Year storm event. Times of Concentration for the basin was determined from the longest channel length in the basin and velocities taken from Figure 2-3 from the City of Little Rock, Arkansas's "Storm Water Management and Drainage Manual". SIENNA LAKE BASIN Detention calculations for this basin were completed using the SCS method per recommendation from the City of Little Rock, Arkansas's "Storm Water Management and Drainage Manual". Sienna Lake is approximately 16 acres in size and an earthen berm, located at the northeast corner, contains the lake waters. The berm is approximately 34 feet wide and 24.5 feet tall on the downstream side (dry side). Approximately 6 feet separates the top of the berm from the lake surface. The side slope of the berm on the dry side is approximately 3 foot horizontal to 1 foot vertical (3:1). The release structure for the lake consists of a 48 inch diameter standpipe with a grated inlet on top and a series of small weirs along the side. The approximately 22 feet deep standpipe discharges through a 24 inch pipe into a small basin at the bottom of the earthen berm. This small basin is created by an approximate 5 feet tall levee with a 10 feet wide surface. This levee is breached by a 48 inch corrugated metal pipe (CMP). This 48 inch CMP was clogged with debris at the time of investigation which causes an unnecessarily high pool level in the small basin. Just past the 48 inch CMP, adjoining property owners have excavated and formed yet another small pond. This privately owned pond is roughly horseshoe shaped and is approximately 3 acres in size. The levee is approximately 10 feet in height on the pond side and 20 feet on the downstream side (dry side) of the horseshoe pond. Draining this basin is another standpipe, leading to a 48 inch CMP flowing to a stream leading to McHenry Creek. The horseshoe basin was not considered to impact the water levels of Sienna Lake, therefore, was not implemented in the design calculations. To limit the post -developed discharges to below pre -developed amounts, a rectangular weir was implemented. This proposed concrete weir will have a 2.9 feet notch at an invert of 344.72. The top of the weir will be at the 100 Year water surface elevation of 347.27 feet and a top length of approximately 37.5 feet. The notch will allow the release of the 100 Year storm event, anything over the 100 Year storm will simply overflow above the weir notch. Event Discharge Elevation Storage cfs ft ac-ft 25- r 47.64 6.3 345 76.530 1 00-r 1 51.11 347.27 1 95.688 EROSION AND SEDIMENT CONTROL: Erosion and sediment control will be achieved through the use of silt fences at the down slope sides of the proposed grading, straw filter barriers around the curb inlets, sand bag ditch checks placed in overland drainage swales, and rock ditch checks at the downstream sides of the storm sewer outlet flared end sections to prevent sediment from discharging off site. CONCLUSION: While the development of this property will increase the runoff from the site, the dry detention pond and the new outlet weir on Sienna Lake have the effect to limit the Post -Development discharges to below Pre -Developed Conditions. Complete and detailed design and analysis calculations for the proposed project are attached. All drainage design and computations were performed in accordance with the City of Little Rock, Arkansas Drainage Criteria Manual.
