Re: File Z-1528-A; Application for PCD
Dear Commissioners,
On December 7, 2020, Bark Avenue, LLC ("Applicant"), submitted an application for a
PCD for the real property located at 7820 Cantrell Road in Little Rock, Arkansas (the "Property"),
to allow for the operation of an animal kennel. On January 6, 2021, Applicant sent notice by
certified mail to all real property owners located within 200 feet of the Property.
Since then, Applicant and the Commission have received several objections from
neighbors, primarily citing noise concerns. Applicant's counsel has established contact with the
objecting neighbors and has learned that the neighbors are willing to meet to discuss the noise
concerns.
Applicant is eager to meet with the neighbors and has formulated a plan of action to consult
with all affected parties. Specifically, Applicant hopes to first meet with Ms. Robin Reynolds, the
primary objecting party. After the initial meeting with Ms. Reynolds, Applicant will host a socially
distanced open house at the Property where neighbors can drop in, see the planned layout in person,
and ask any questions of Applicant and Applicant's architect. Finally, after the open house,
Applicant hopes to meet with the Foxcroft Property Owner's Association and the Renaissance
Condominium Association to discuss any lingering concerns.
Therefore, Applicant respectfully requests a deferral of her application until the March
2021 Planning Commission meeting. This will provide Applicant time to meet with Ms. Reynolds,
host the open house, and visit with the neighborhood associations. Applicant understands the
neighbors' hesitations and hopes to alleviate such concerns during the month of deferral. Applicant
further hopes to establish a strong relationship with the neighbors and gain their support for her
small business.
