Z-4517-A: C-3 to PCD 4721 Baseline Road
Planning Division: The request is in the Geyer Spring East Planning District. The Land
Use Plan shows Mixed Office Commercial (MOC) for the requested area. Mixed Office
Commercial provides for a mixture of office and commercial uses to occur. Acceptable
uses are office or mixed office and commercial. The application is to change the property
from C-3 (General Commercial District) to PCD (Planned Commercial Development)
District to allow for a restaurant with a private alcohol license as well as C-3 uses.
Surrounding the application area, the Land Use Plan shows Mixed Office Commercial
(MOC) to the east and west. There is Residential Low Density (RL) shown to the south.
To the north across Baseline Road is an area Commercial (C). Mixed Office Commercial
provides for a mixture of office and commercial uses to occur. Acceptable uses are office
or mixed office and commercial. There are a mix of businesses and homes on the tracts
east and west of the site. The Residential Low Density (RL) category provides for single
family homes at densities not to exceed 6 dwelling units per acre. Such residential
development is typically characterized by conventional single family homes, but may also
include patio or garden homes and cluster homes, provided that the density remain less
than 6 units per acre. The Residential Low Density area is developed with single-family
detached homes. Commercial (C) category includes a broad range of retail and
wholesale sales of products, personal and professional services, and general business
activities. Commercial activities vary in type and scale, depending on the trade area that
they serve. The Commercial area consists of various commercial businesses and a retail
center.
Master Street Plan: To the north is Baseline Road, it is shown as a Principal Arterial on
the Master Street Plan. To the west of the site is South Heights Road which is a Local
Street on the Master Street Plan. The primary function of a Principal Arterial Street is to
serve through traffic and to connect major traffic generator or activity centers within an
urbanized area. Entrances and exits should be limited to minimize negative effects of
traffic and pedestrians on Baseline Road since it is a Principal Arterial. The primary
function of Local Streets is to provide access to adjacent properties. Local Streets that
are abutted by non-residential zoning/use or more intensive zoning than duplexes are
considered as “Commercial Streets”. These streets may require dedication of right-of-
way and may require street improvements for entrances and exits to the site.
Bicycle Plan: There is a Class II Bike Route shown on Baseline Road. A Bike Lane
provides a portion of the pavement for the sole use of bicycles.
