RE: Request to rezone property at 13701 Kanis Road from R-2 District to PRD district to
develop a mixed-use development of residential townhomes and single family homes.
File # Z-9524.
Dear Planning Commissioner,
I would like to begin by stating that my wife and I are NOT opposed to the development of
homes appropriate for an R-2 zoning district in this area. We are however, strongly opposed to
rezoning this property to a higher density PRD district for the following reasons:
1. This will increase the number of vehicles entering and exiting the property onto Kanis Road
within an area that already has two other housing development entrances on the South side
of Kanis (Woodlands Trail and Taylor Park) and a street entrance (Asbury) on the North side
of Kanis Road – these are all currently within a 0.05 – 0.10 mile stretch of Kanis Road, a
major thoroughfare in this part of West Little Rock.
Besides the added traffic congestion and excess speed of vehicles on Kanis Road, please
keep in mind that the corner of Asbury and Kanis Road is currently a bus stop for Little Rock
School District. The location of this bus stop already poses a threat to school
children. Creating an additional entrance basically across the street from the bus stop will
exponentially increase the risk of childhood morbidity and mortality in this area. Reducing
this rezoning from a PRD district to an R-2 District will help minimize the extra number of
vehicles associated with individuals living within this rezoned area.
2. Increased rooftop density and paved areas will significantly increase rainfall runoff to
Panther Creek, which is already subject to flooding. The waters from Panther Creek
continuously encroach to within a few feet of our property and those of existing
homes on Cove Creek Point. Additional runoff will exacerbate the flooding potential
which could have adverse consequences to the structural integrity of our homes. In
addition, the constant pooling of water has severely injured or killed trees in the area
behind the homes on Cove Creek Pt; some have even collapsed onto our homes. A
possible solution would be to structurally alter the pond behind our property such that
water pooling would be lessened and ensure the continuous movement of water
downstream.
3. Please consider that homes being developed in this area will be valued about 25-50%
lower than homes on Cove Creek Pt. Home owners on Cove Creek Pt are concerned
that lower income housing will decrease our property value.
In closing, my wife and I want to iterate that we are not totally opposed to future housing
developments behind our home. We sincerely request that all members of this planning
commission consider our concerns as well as those of the other home owners on Cove
Creek Pt. Please work with us to ensure that a) the safety of children is not jeopardized,
b) the structural integrity of our homes is maintained by mitigating flooding, and c) that
homes developed in this new area will be of sufficiency quality and caliber as to not
adversely impact the value of our properties.
