Dear Mr. Scott and Board of Directors,
I am requesting a Planned Residential Development (PRD) Special Use Permit for the purpose of
operating a residential, owner -occupied, rooming, lodging and boarding facility located at 3221
West Markham Street, Little Rock, Arkansas as described in Chapter 36 - ZONING, Article I —

The proposed rooming, lodging and boarding facility is located two and one half blocks west of
the Stiff Station commercial district. Existing PRD and CUP units can be found in several
locations close to the property.
The residential, owner -occupied, rooming, lodging and boarding facility will provide for a
maximum occupancy of six short term residents on the three bedroom, two bathroom main floor,
meeting requirements as described in Chapter 36 — ZONING, Article II — ADMINISTRATION
AND ENFORCEMENT, Sec. 36-54, number (4). The proposed rooming, lodging and boarding
facility will employ two full-time persons as owner/manager and owner/care taker. Additionally,
a cleaning agency will be hired upon approval.

Currently, Little Rock public transit provides easy access both on Seventh Street (Route 5) and
on Markham Street (Route 8). Public services, such as social services, employment agencies and
medical service providers are just a few blocks away, both east and west on Markham Street.
Parking for the proposed room and board facility is more than sufficient as described by Chapter
36 — ZONING, Article VIII. — OFF-STREET PARKING AND LOADING, Sec. 36-502 —
Required off-street parking, (b) Minimum Standards, (1) Residential Uses, (e) 0.5 parking spaces
per sleeping accommodation. The property provides for seven paved off street spaces in
locations off both Brown Street to the west and Markham Street to the north.

in a well maintained historic home that allows easy access to all of Little Rock's great tourist
attractions and business district establishments.
