As with the Cedar Street right-of-way abandonment, Public Works Department will not require the right-of-way
dedication agreement with the proposed abandonment application. Additional right-of-way has been dedicated and
recorded on Pine St. with the Pine/Cedar St. Street Improvement Project in favor of the City of Little Rock.

Vince: As part of many things going on at the east side of the UAMS campus, we are beginning to prepare a street
abandonment application for a portion of Jack Stephens Drive. The attached PDF shows the subject area, from the south
side of Plateau to the south side of 6t" Street.
When we prepared the abandonment application for Cedar Street (pending completion of Pine Street), you provided a
confirmation that no additional street ROW would be required (see attached CLR Waiver PDF). Please review and
provide a similar confirmation memo regarding the Stephens Drive application. The president of the UA System has to
sign a ROW dedication agreement, and it would be helpful if we can be relieved of that requirement.

We are currently working with UAMS on another street abandonment area, for Jack Stephens Drive. The proposed
abandonment area is illustrated on the attached exhibit and will begin at the southern right-of-way of Plateau Street,
and extend to the southern right-of-way line of 6th Street. A portion of this right-of-way was previously abandoned by
ordinance in 1998 (see attachment).
All abandoned right-of-way areas will be retained as utility and drainage easements as there are many lines existing
there today. The abandonment will facilitate UAMS in taking ownership of several duct banks, presently owned by
Entergy, as well as their continued improvements in this part of the campus.
Please provide your statement of approval, contingent on maintaining utility and drainage easements, for our use in the
application to the CLR Planning Commission and Board of Directors.

ROW that is to be abandoned with the same rights and privileges as a Public ROW.

Robert, we do not oppose the street closings as long as we are given easements for existing facilities and have adequate
rights of access to those facilities. Below is a screenshot of our mapping for the area we were discussing. The UG duct
bank (12-5") will be sold/given to UAMS as part of moving the primary meter point to 6th & Cedar. I wasn't quite sure of
the UG route for the back feed (highlighted in red) to the VA Hospital but it is along West Capitol. It dips at Capitol and
Pine, runs underground then rises at Capitol and Jack Stephens. We will need to maintain an easement for that UG as
well as the OH along Jack Stephens. Let me know if you need additional info.
