Little Rock's first Indoor Shooting Range
The state of Arkansas has the 2nd highest gun ownership percentage in the U.S., and is
currently the only capitol city without a shooting range. Hooligans will offer a 100%
clean air ventilated environment, state-of-the-art target retrieval systems & facility, friendly
knowledgeable staff, wide selection of firearms and accessories, and online lane
reservation software.
Industry Analysis
Over the five years to 2020, the shooting range industry experienced an increase in
popularity throughout the U.S. Additionally, economic growth during most of the period
contributed to the increase in demand for industry services. The overall rise in demand
is expected to support industry growth. Over the five years to 2025, industry revenue is
forecast to climb an annualized 4.1% to $4.4 Billion.

Typical Municipal noise limits for a residential neighborhoods range from 45-50 A-
weighted decibels (dBA) for evening and night time (7pm-7am), and 50-55 dBA for
daytime hours (7am to 7pm). Between the construction material used, and industry
specific equipment installed, we estimate our dBA level to between 30-40 dBA at
each property line. To put that in perspective, below are normal "everyday" sounds
and their correlating dBA level:
Sound Mitigation
By installing "Stealth stalls" for total ballistic and sound protection and to
improve air flow enhancement. That means that most of the sound created by
gun fire will be absorbed in the paneling directly around the shooter.
As the sound moves throughout the range, we will have the "Range Suppressor"
Acoustic Paneling to further mitigate any leftover sound from exiting the facility.
With over half of the building dedicated to retail and lounge space, we have taken
steps to ensure that sound will not be a nuisance from INSIDE or OUTSIDE the
building.
The building will be designed to ensure we create the safest experience for our customer,
but also the surrounding community as well. With the nature grade of the land, we are
able to build our building INTO the hillside instead of on top of it. We are taking this extra
step to eliminate any additional safety concerns, as well as not obstructing the natural
view that our neighbors to the south enjoy. This just adds an extra level of natural
protection that works to everyones benefit!
Exterior Safety precautions
Action Level (AL) refers to level of exposure of airborne contaminates of lead at 30
micrograms per cubic meter of air (30 ug/m^3).
Permissible Exposure Limit (PEL) is the level at which an employer can assure that
no employee is exposed to lead at concentrations greater than 50 micrograms per
cubic meter of air (50 ug/m^3).
The Occupational Safety and Health Association (OSHA), and the Environmental
Protection Agency (EPA), have set regulations for lead exposure to customers and
employees, as well as the surrounding environment.
Hooligans has partnered with Rushing Air out of Houston, TX to install a 100% clean air
(climate controlled) ventilation system. Lead exposure tests using the Rushing Air system
has decreased the lead contaminates to between 11-15 micrograms per cubic meter,
which is a decrease of more than half of the action level. Fresh air will be pushed
through the range instead of re-circulating contaminated air, and will have a EPA filtered
exhaust system that will capture any additional lead risks outside the range to ensure
the surrounding area is free of contaminants.
Lead Mitigation
Containment
All shooting bays will rated for 50 BMG, and be enclosed within a solid concrete
and steel baffled vault. The rubber bullet trap will also be rated for 50 BMG and
will be approximately 2ft. thick. This will help dampen sound from inside and
outside the range, as well as mitigate the lead particles from becoming airborne
once trapped in the rubber.
Summary

long time. We have partnered with Shield & Associates on the planning and construction of
this range, and they share our mindset of not only meeting but exceeding all OSHA, EPA,
ATF, etc. regulations to ensure we create the most positive experience for our customers
and neighbors. The owners were born and raised in WLR, and even graduated from high
school down the road from this location. We understand the need for this business in Little
Rock, and through community outreach, we are committed to becoming a proud Arkansas
