To whom it may concern,
l am requesting approval for a planned zoning development for 1.93 acres located at 19909 Cantrell
Road, Little Rock, AR 72223, to construct Little Rock's first indoor shooting facility. With the goal of also
becoming the first National Shooting Sports Foundation's (NSSF) 5-star rated range in the state of
Arkansas. We are partnering with Polk Stanley Wilcox architectural firm along with Shields and
Associates commercial contractors to design and construct a 20,000 SF state-of-the-art facility in West
Little Rock. The building will be designed to ensure we create the safest experience for our customers,
and the surrounding community as well. The natural grade/elevation of this lot will allow us to build
INTO the hillside instead of on top of it and will serve as a natural barrier behind the range.
Furthermore, this will ensure that we do not obstruct the natural view that our neighbors in Bronte
Court enjoy. We have budgeted $1.5 million of the project costs to be solely dedicated to noise and lead
abatement and will spare no expense when it comes to the safety of our fellow Arkansans, and
becoming a responsible member of the Little Rock business community. We have selected building
materials and equipment with two specific objectives in mind, safety and silence. We will be installing
"Stealth Stalls" for total ballistic and sound protection. This will guarantee that most of the sound
created by gun fire will be absorbed in the paneling directly around the shooter. As the residual sound
moves throughout the range, we will have the "Range Suppressor" acoustic paneling to eliminate any
leftover sound from exiting the facility. We estimate our dBA level to be between 30-40 dBA (maximum)
at each property line. The community surrounding us will only know we are a shooting range if they read
our sign or enter the building. The shooting range will be encapsulated within 8-inch-thick
concrete/steel baffled vault and will be constructed to withstand a 50 BMG machine gun.
Hooligans will distinguish itself from our competition by providing superior service in a state-of-the-art
facility, including a variety of shooting lanes of varying lengths. Additionally, the Business proposes to
have an onsite retail shop where members and non-members may purchase all types of firearms,
ammunition, and related apparel, accessories and equipment, and areas for training courses and
socializing. Hooligans will comply with all federal and state regulations in connection with the operation
of the business. Federal Firearms License (FFL), must be obtained through the Bureau of Alcohol,
Tobacco, Firearms and Explosives (ATF) for any range that engages in the sale or other commercial
aspects of firearms. We have been working with the ATF and must wait until the land is secured before
applying for a business FFL license. Once the FFL is obtained, FBI NICS requires records for each firearm
transaction, the Company must confirm the customer's eligibility to purchase the gun through utilization
of the Federal Bureau of Investigation's National Instant Criminal Background Check System. Federal law
mandates that long guns and long gun ammunition may only be sold to persons age 18 and older, while
handguns and handgun ammunition may only be sold to persons age 21 and older.
In summation, whether you're a first-time shooter or seasoned pro, our ultimate objective is to provide
a safe and exciting state-of-the-art shooting environment for all experience levels. We are dedicated to
creating a stress and judgement free atmosphere while providing first-class safety protocols. Hooligans
is creating an EXPERIENCE that brings in new shooters and turns occasional shooters into frequent ones.
With a devoted focus on customer service and safety, Hooligans will offer an "exclusive high -end gun
club" environment in a convenient location for the Little Rock Public.
