HomeMy WebLinkAboutRevised Traffic Study 041921 April 16, 2021 Mr. Blake Wiggins Wiggins Family Real Estate, LLC 109 Orle Drive Little Rock, AR 72223 Re: P2076 WolfsBridge at Brookside Traffic Assessment Brookside Drive, North of Rodney Parham Road Little Rock, Arkansas Dear Mr. Wiggins: Peters & Associates Engineers, Inc. has updated the traffic assessment made in January 2021 for this tract related to what can be the expected trip-generation. It is proposed to re-zone the property to accommodate an approximate 280-unit multi-family development (WolfsBridge at Brookside). The site is proposed to be developed as MF-24 zoning on approximately 11.67 acres. The site is located along Brookside Drive, north of Rodney Parham Road, east of Reservoir Road and south of White Rock Lane in Little Rock, Arkansas. Access to the site is proposed via the connection of Brookside Drive from south of the site (via Rodney Parham Road) and to the existing Brookside Drive north of the site (via White Road Lane and Reservoir Road). EXISTING TRAFFIC CONDITIONS AM and PM peak hour vehicle turning movement counts at the intersection of Rodney Parham Road and Brookside Drive provided by the City of Little Rock were used as a baseline representation of existing traffic conditions. Although these counts are dated November 2017, per Arkansas Department of Transportation (ARDOT) published traffic volumes on Rodney Parham Road, just west of Brookside Drive have shown to have decreased since 2017 as follows:  2017 ARDOT Average Daily Traffic (ADT) = 34,000 vehicles per day.  2018 ARDOT ADT = 26,000 vehicles per day.  2019 ARDOT ADT = 26,000 vehicles per day. These data are all pre-COVID, so likely are representative of 2021 (and post-COVID) conditions. TRIP GENERATION The Trip Generation, an Informational Report, published by the Institute of Transportation Engineers (ITE) and The Trip Generation Manual 10th Edition, 2017, were utilized in calculating the magnitude of traffic volumes expected to be generated by full build-out of the proposed land-use of 280 multi-family residential units on this site. These are reliable sources for this information and are commonly used in the traffic engineering profession. Of this total, approximately 129 vehicle trips are estimated during the traffic conditions of the AM peak hour and approximately 157 vehicle trips are estimated during the traffic conditions of the PM peak hour. In 2001, the City of Little Rock Planning Commission and Board of Directors approved a rezoning of this property from R-2 and O-3 to "PRD" Planned Residential District (Ordinance No. 18,593). The PRD was approved to allow an independent living apartment facility including a 210,000 square foot four (4) story building with 190 parking spaces. The building was to contain 126 apartment units. The plan also included 15 independent living villas along the east portion of the overall property. This PRD project was never developed. Calculations were made to provide a reliable estimate of traffic volumes that could have been expected to be associated with the 2001 approved PRD as proposed. Of this total, approximately 29 vehicle trips are estimated during the traffic conditions of the AM peak hour and approximately 38 vehicle trips are estimated during the traffic conditions of the PM peak hour. Traffic to/from the proposed WolfsBridge at Brookside site is expected to be split between the proposed connection of Brookside Drive from south of the site (via Rodney Parham Road) and to the existing Brookside Drive north of the site (via White Road Lane and Reservoir Road). This is a small change in traffic volume, even for the peak hours. With the low increase in traffic volume at the intersection of Rodney Parham Road and Brookside Drive during the AM and PM peak hours, there is expected to be minimal impact to traffic operations at this intersection if the development is constructed as proposed.
