Markham Little Rock, AR 72201 Re: PCD – Avulani Enterprises Kanis Road Little Rock, Arkansas Application File # Z-8576-A Dear Mr. Moore: Following is our response to your planning comments (by email dated 6.3.2021) on the above referenced project: Development Comments; 1. Concur. The residential structure will remain as-is with its current “O-2” zoning. 2. Phase lines labeled on revised drawings (drawings also provided for each Phase). 3. a-c. Concur. 4. All site lighting will be low-level and directed away from adjacent properties. 5. Building height noted on revised drawings. 6. Exterior building construction materials noted on revised drawing. 7. a.) 6am-9pm, 7 days a week b.) 140 dogs maximum for Daycare. c.) Board overnight, 140 dogs maximum; and will have overnight staff. d.) Yes, an outdoor fenced play area provided. 8. 8am-6pm, Monday – Saturday 9. a.) 8am-9pm, 7 days a week b.) Screening requirements to be met per city’s landscape ordinance. 4. Perimeter planting strip provided. 5. Eight (8%) of green space provided as required. 6. Concur. 7. Concur. 8. Concur. Please note that at least half of the property is set aside in the floodway in its natural state. Civil Engineering Comments: 1. Concur. 2. Concur. Per our submittal, the half street improvement to Kanis including 5’ sidewalk will be deferred until Phase II development. 3. Concur. We are requesting an advanced grading variance to construct a gravel drive as shown on the Phase I site plan for Fire Department access. 4. Concur. Attached sketch grading plan. 5. Concur. Stormwater detention shown on attached grading plan. 6. Concur. We have relocated the west driveway to the property line to allow a shared access easement to the property to the west. 7. Concur. 8. Concur. There is no alteration of the water course. 9. A 25’ wide drainage and access easement is shown adjacent to the floodway boundary. 10. Concur. The owners desire is to leave the floodway area in its natural state. 11. Concur. 12. Concur. We are requesting that streetlights be installed as part of the Phase II street improvements. 13. Concur. See #6 above. 14. Concur. To be provided. 15. Concur. 16. Due to the extensive half street development, the owner is requesting no participation in the bridge construction. 17. Concur. Controls will be put in place to prevent the discharge of pet waste into Rock Creek.
