Applicant Comments for Proposed Development

Development Comments
1. Show private street/drive construction from Mabelvale Pike to the north driveway of the proposed
development.
See revised site plan.
2. Provide building height of all proposed structures.
Office/ Shop less than 35’, Silo will be approximately 85’, Aggregate Bin less than 35’
3. Provide hours/days of operation.
Mon.-Sat. 7am-5pm Office Hours, 6am-8pm Typ. Plant Hours, Some jobs may require special hours of
operation
4. Will there be a dumpster area located on the site? If so, show on site plan with required screening.

6. Any site lighting must be low-level and directed away from adjacent properties.

7. Will the areas of the site north, south and west of the proposed development area remain undisturbed?
Yes
8. Staff suggests that the rezoning of PD-I be only for het area of the site to be developed and not the
entire tract.
We will comply with staff suggestions and want staff approval.
Landscape Comments
1. Any new site development must comply with the City's minimal landscape and buffer ordinance
requirements.
Will comply.
2. A land use buffer six (6) percent of the average width / depth of the lot will be required when an
adjacent property has a dissimilar use of a more restrictive nature. As a component of all land use
buffer requirements, opaque screening, whether a fence or other device, a minimum of six (6) feet in
height shall be required upon the property line side of the buffer. Easements cannot count toward
fulfilling this requirement. The plantings, existing and purposed, shall be provided within the
landscape ordinance of the city, section 15-81.
The property is surrounded by more restrictive R-2 properties. Existing mature trees and
dense understory vegetation may be able to be applied to meet the minimum code
requirements if retained and protected during construction.
Will comply, we would like to substitute any landscape with Natural Vegetation.
3. A perimeter planting strip is required along any side of a vehicular use area that abuts adjoining
property, or the right-of-way of any street. This strip shall be at least nine (9) feet wide. One (l) tree
and three (3) shrubs or vines shall be planted for every thirty (30) linear feet of perimeter planting
strip.

4. The development of two (2) acres or more requires the landscape plan to be stamped with the seal of
a Registered Landscape Architect.

5. An automatic irrigation system to water landscaped areas shall be required for developments of one
(l) acre or larger.

6. The City Beautiful Commission recommends preserving as many existing trees as feasible on this
site. Credit toward fulfilling Landscape Ordinance requirements can be given when preserving trees
of six (6) inch caliper or larger.
Our goal is to preserve as many trees as possible for the proposed site.

Civil Engineering Comments
1. With the easement serving more than 1 parcel the access easement width should be 60 ft in width.
Does the property have the right to use the separate easement located on the north side of the
north property line?

2. Mabelvale Pike is classified on the Master Street Plan as a collector street. A dedication of right-ofway
30 feet from centerline will be required.
Will comply.
3. With site development, provide design of street conforming to the Master Street Plan. Construct
one-half street improvement to Mabelvale Pike including 5-foot sidewalks with planned
development. The new back of curb and driveway apron should be located 18 ft and 16 ft
respectively from centerline. Access ramps should be constructed on both sides of an ADA
compliant driveway apron in conformance with PW-34.

4. A grading permit in accordance with section 29-186 (c) & (d) will be required prior to any land
clearing or grading activities at the site. Other than residential subdivisions, site grading and
drainage plans must be submitted and approved prior to the start of construction. If clearing is
proposed beyond the developed area shown on the site plan, an advanced grading variance must be?

5. Storm water detention ordinance applies to this property. Show the proposed location for
stormwater detention facilities on the plan. Maintenance of the detention pond and all private
drainage improvements is the responsibility of the developer and/or property owner.
Will comply, see site plan for location.
6. If disturbed area is 1 or more acres, obtain a NPDES storm water permit from the Arkansas
Department of Environmental Quality prior to the start of construction.
An ADEQ permit will be obtained prior to construction.
7. A special Grading Permit for Flood Hazard Areas will be required per Sec. 13-55 prior to
construction.

8. The minimum Finish Floor elevation of at least 1 ft above the base flood elevation is required to be
shown on plat and grading plans.
Will comply.
9. Hauling of fill material on or off site over municipal streets and roads requires approval prior to a
grading permit being issued. Contact Public Works Traffic Engineering at 621 S. Broadway, (501)
379-1805 (Travis Herbner) for more information.

10. A concrete driveway apron is requried be installed per City Ordinance where the private street
intersects Mabelvale Pike. The apron should be constructed with a combination asphalt and
concrete where the concrete apron begins 16 ft from the Mabelvale Pike striped centerline.
Will comply, we may pave the private road with concrete also.
11. Private access is proposed for this property. In accordance with section 31-207, private streets must
be constructed to the same standards as public streets. A minimum access easement width of 60 ft is
required to be platted and the street constructed to a width of 36 ft from back of curb to back of curb from
Mabelvale Pike to the 2nd driveway.
