RE: Rosemary Villas at Chenal – PRD Application
Dear Mr. Moore
Cypress Bend Properties is submitting a PRD Application for Rosemary Villas at Chenal to be
submitted to the Planning Commission at the June 10, 2021 meeting. Rosemary Villas is an
upscale 219-unit independent living, 55+ Gated Community that sets on 36.65 acres. The
development includes a 16,500 sq. ft. -club house, swimming pool, hot tub, fitness center,
putting green, fire pits, several gazebo’s, and a mile of sidewalks and alternative pedestrian
paths. The units will consist of one story and two-story units and will range from 1600 sq. ft to
2000 sq. ft. The exterior of the buildings will painted brick, natural stone, hardie board, and
plaster. The roofs will be architectural shingles and the windows, facia and soffit will be vinyl.
We are proposing to build the development in 4 phases and advance grade the entire
development as part of the Phase I. We are also requesting the following variances: 1.) A
combination of pedestrian paths paved and unpaved in lieu of sidewalks along all the streets. 2.)
Slope’s steeper than 3:1 based on recommendations after a geotechnical investigation and report. 3.)
1:1 benched cuts behind units based on recommendations after a geotechnical investigation and
report. 4.) Offsite improvements or in lieu contribution to offset full Master Street Plan
improvements to Kanis Road. Grading, sidewalk, and right-of-way dedication would be completed
for that portion of Kanis adjacent to this project. 5.) Clear and grade the entire project with
construction of Phase 1. I have attached a copy of the PRD Application, Site Plan, Boundary Survey,
