Requests of City Planning regarding Rosemary Villas, 18500 Kanis Road on the agenda for June 10th, 2021. In general, Citizens of West Pulaski County finds the project acceptable and puts forth the following for consideration. I. All parcels that are not currently within the City Limits of this project must be annexed into the City Limits of Little Rock. II. Due to the sensitive nature of the visual impact on Kanis Road, we request that the project not be approved until final excavation and elevation plans for the site are provided and reviewed. III. Due to the sensitive nature of the visual impact on Kanis Road, we request that the project not be approved until final landscape plans for the site are provided and reviewed. IV. The developer has indicated by phone call of his plan is to create sloping areas between the Kanis Right of Way setback and the elevation level of the project structures. This will destroy all existing trees in that area. As an alternative, the developer could make use of some retaining walls in addition to or in place of the slopes to save more existing trees. V. In all disturbed areas between Kanis Road and the project structures, there needs to be required tree planting to visually screen the project from Kanis Right of Way in time. VI. We request that the existing trees in the Kanis right of way be left until such time that the actual widening of Kanis takes place. VII. The developer is asking that the entire project site be cleared and leveled at the onset. The Developer then plans to build out Phase 1 and 2. We ask that the Developer be required to plant the required trees and landscaping in the area between Kanis and the project as soon as possible, including along the section of Phase 3. We do not want to see the prepared site for possibly years before the trees and landscaping is installed. VIII. The developer states the project will be surrounded by a 6-foot-tall wrought iron fence. We are counting on that being true at least on the side of the project facing Kanis Road. IX. In general, we want the least disruption to the Kanis Right of Way and the set back from the Kanis right of way to the project improvements as possible. The Citizens of West Pulaski Co.
