South Bowman, LLC, owners of the property at 101 S. Bowman Rd., are requesting a zoning variance for
a reduction in the required number of parking spaces to accommodate additional exterior seating.
The Arvest branch bank at the S. Bowman location has closed and the building was sold to South
Bowman LLC who have leased the former ground level bank space to a group proposing a new
restaurant called Big Bad Breakfast. There are currently eight locations of Big Bad Breakfast with the
ninth getting ready to open in Memphis. Little Rock will be the first Arkansas location . David's Burgers
continues operations in the front part of the building and A rvest maintains offices on the second floor.
The change from a bank to a restaurant use causes a significant increase in the required number of
parking spaces from 1 space per 500 square feet of gross area to 1 space per 100 square feet of gross
area. The required number of spaces can be met by a combination of adding parking spaces at the
Bowman side of the property that once had a drive-thru ATM, adding spaces at the former bank drive-
thru, leas i ng ten spaces from Hobby Rock Center and limiting the outdoor seating to 198 square feet.
The desired area for exterior seating is approximately 600 square feet which is similar to other Big Bad
Breakfast locat ions. Outdoor seating has become increasingly necessary during the Covid-19 pandemic
as has the ability to spread seating out for social distancing. Additionally, outdoor seating is more of a
customer option as opposed to a cumulative increase in the number of customers and as such should
not require additional parking spaces.
