3 A RESOLUTION TO AMEND LITTLE ROCK, ARK., RESOLUTION NO.
4 15,619 (FEBRUARY 15, 2022), TO DENOTE ANOTHER FUNDING
5 SOURCE FOR THE CONTRACT WITH FAB44 TO PROVIDE A DAY
6 LABOR PROGRAM TO THE RESIDENTS OF LITTLE ROCK IN AN
7 EFFORT TO REDUCE COMMUNITY VIOLENCE AND INCREASE
8 PUBLIC SAFETY; AND FOR OTHER PURPOSES.

10 WHEREAS, the Mayor and members of the Board of Directors ("the Board") of the City of Little
11 Rock,Arkansas("the City"),recently declared that recent community violence should be treated as a Public
12 Health Emergency in Little Rock, Ark; Resolution No. 15,615 (February 1,2022);and,
13 WHEREAS, certain programs were approved to start addressing such issues including a Day Labor
14 Program to be provided by FAB44,and to be funded by the City's Local Fiscal Recovery Funds("ARPA")
15 as set forth in Little Rock,Ark.,Resolution No. 15,619(February 15,2022); and,
16 WHEREAS,it is necessary to get these programs under way as quickly as possible,but start-up funds
17 are needed by FAB44 since it will pay employees hired pursuant to the City's contract daily and ARPA
18 does not allow such action; and,
19 WHEREAS,the City can use general Prevention, Intervention&Treatment Funds in such a fashion.
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
21 OF LITTLE ROCK,ARKANSAS:
22 Section 1. Section 2 of Little Rock, Ark., Resolution No. 15,619 (February 15, 2022), is hereby
23 amended to read as follows:
24 The contractual funds, in an amount not to exceed Two Hundred Thousand Dollars
25 ($200,000.00),to provide a Day Labor Program are available from the 2022 Budget Special
26 Project Budget for the Community Programs Department in Account No. 108159-
27 S15C377.
28 Section 3. Section 3 of Little Rock, Ark., Resolution No. 15,619 (February 15, 2022), is hereby
29 amended to read as follows:
30 The term for the contract listed in Section 1 of this resolution shall be for a period no longer
31 than twelve(12)months. The program will operate between April 1,2022,through March
32 31, 2023, with the final report due April 30, 2023, with an understanding that the City
33 ratifies, accepts and will compensate any work done between April 1, 2022, and the
34 effective date of the approved, executed contract.

1 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remain portions of this resolution, which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 3.Repealer. All laws,ordinances and resolutions,or parts of the same, including but not limited
7 to Little Rock, Ark., Resolution No. 15,619 (February 15, 2022), that are inconsistent with the provisions
8 of this resolution, are hereby repealed to the extent of such inconsistency.
