The applicant feels that strict enforcement of these provisions would be a hardship and is requesting
variances(s) in this case for the following reason(s):

To the Little Rock Board of Adjustment and all it may Concern:
My name is Henry Otis Tyler and I am the property owner of 1922 and 1904 South Battery Street. I have
lived at the property of 1922 Battery Street for over 35 years with my wife as we raised our two
daughters. We have been active members in the neighborhood and were founding members of the
Wright Avenue Neighborhood Association. In November 2020, our primary residence (1922 South
Battery Street) burned and is now uninhabitable. This took place during a series of other fires within the
neighborhood, along with one home that burned less than 2 days before and only a block from our
residence. Due to our dedication, we will rebuild. The.last 12-18 months has shown an increase in theft,
prostitution, loitering, and trespassing in the area. The last 2 weeks have produced packages being
stolen from the porch (1904 South Battery Street), a woman on the property drinking alcohol (1904
South Battery) and a different woman in the bushes at 1922 South Battery Street who was barely
dressed. We had to independently address these issues. These were trespassers that were not only on
the property but in close proximity to the front doors and windows. A neighbor, across the street, was
recently threatened by a woman who frequents the corner of the block where prostitutes are picked up
and dropped off throughout the day and into the night. The woman screamed at our elderly neighbor
and threatened to burn her house down. As a result of the pandemic and the house fire, our youngest
daughter and her family are in 1904 South Battery Street to support us through this journey. I am very
concerned about my grandchildren and their safety in this area. My desire is to protect my family,
property, and the integrity of the neighborhood in a pleasant way. The fence that I am seeking will add
to the curb appeal of the home and neighborhood and will be of similar style as other fences in the area
and neighboring Quapaw District. My wife and I have been displaced from our home for over 8 months
and want to ensure that we are able to reside in safety.
