To the Board of Adjustment for the City of Little Rock:
Thank you for a moment of your time. Coming up this week on your May 20th agenda is an
appeal for Goodwin Manor/Gary and Andrea Goodwin, item 2, (Z-9500-A & B). My initial
instinct was to make the point that Goodwin Manor does not meet criteria for Home
Occupation Accessory Use and to name the reasons why. However, the Planning and
Development Staff have done a great job laying that out word for word so I will not revisit
those details. The operation at Goodwin Manor is too large to fit the requirements. I ask
you to deny their requests for appeal and variance for Home Occupation Accessory Use. I
ask you to deny any type of compromise or conditional use rules they may try to ask
for. Even if they agreed to certain conditions that might be granted for rights to operate, I
have little faith they would follow those agreed conditions. They ignored the December
2020 board meetings clear instructions they could not hold events; they ignored the cease-
and-desist letter issued in early 2021, they ignored a judge’s order and they knowingly
continue hold and to book events. It is obvious that board instructions, city code, official
letters and judge’s orders mean nothing and special conditions most likely will not matter
either. If given any chance to operate they will operate exactly how they want without
regard to rules and conditions, their current behavior proves this.
Please deny these requests for appeal and variance for Home Occupation Accessory Use for
Goodwin Manor/Gary and Andrea Goodwin.
