The above-referenced applications incorporate the following conditions as part of their
Home Occupation Accessory Use Application, as if set forth word for word in the application.

Business Start
Up Date
Applicants have hosted events at their home since they moved in,
beginning in the year 2001. Applicants began hosting events
under the name Goodwin Manor since approximately 2015.
Number of
Events
Not to exceed twenty-four (24) events per year, so events will
occur a maximum of 24 days out of a 365 day year. The
remaining days the home serves exclusively as a private
residence.
Days and Hours
of Operation
Subject to the limit for the number of events per year, the days,
and hours of operation for any event shall be:
Only one event per week.
Hours: 9:00 am to 10:00 pm, or Sunday 10:00 am to 9:00 pm.
Events typically last no more than five (5) hours per event.
Nature of Use
Events are secondary to use as a home.
Area of Home
Used
Typically, no more than 3 rooms of the home, totaling less than
25% of the floor area of the home.
Access
Primary Access: Via easement from Garrison Road.
(There is an alternate access from Kanis Road that is gated at
both Kanis Road and at the applicant’s property boundary).

The applicant will direct all guests to use the Garrison Road
access for both ingress and egress.
Applicant will expand the width of the Garrison Road easement
and install lighting if this application is approved.
Noise
Applicant will operate in accordance with Pulaski County Noise
Ordinance.
During events, the Goodwin Manor contract with its clients
states that audible music cannot be played or made for more than
three hours during the event.
Applicant will maintain a one hundred fifty (150) foot setback
from the applicant’s east property line for wedding activities.
Parking may occur within the setback.
Traffic
All public streets serving property are minor arterial or larger
classification.
Public Safety
Pulaski County emergency services; no problems with response
times have been experienced during the several years of previous
operation.
Septic System
Applicant has a Nayadic model 1050 A package treatment septic
system with a capacity to treat 1,000 gallons per day (at an
estimated 5 gallons per day per person, this is a 200 person per
day capacity). The system was serviced and inspected on
December 1, 2020 and was in normal working order and did not
require any additional maintenance.
Signage
Applicant will have no signage advertising property. There is
limited directional signage on the easement from Garrison Road.
Outbuilding
Applicant has no plans for any other additional permanent
structures.

Goodwin Manor
Parking
Applicant will ensure ADA standards for parking, access, and
restrooms that are addressed as accessible. Three (3) ADA van
parking spaces are provided. Two (2) additional ADA spaces are
provided on the asphalt near the entrance of the home, with a
ramp as needed. There are wide handicap entry doors at the front
of the home, with a ramp provided, as necessary. Restroom doors
are wide and the space is large enough to accommodate
wheelchairs.

Guests
Not to exceed 200 guests.
Security
Goodwin Manor has security at all events.
Landscaping
Applicant will add additional landscaping, to include trees and
dense shrubbery along the southeastern boundary of the property,
to help screen the Goodwin Manor property from the closest
adjacent property.
