The City abandoned all rights to this section of Jackson Street in 1950 with Ordinance 8384. 5001 Country Club owns the
western 30' of the old Jackson Street ROW and the eastern 30' is part of the adjacent property to the east.
Public Works has looked at this address related to drainage issues on a couple of occasions. Public Works has made
comments and the developer has made modifications in an effort to minimize impacts/changes in stormwater off site.
This location on Stonewall is the natural drain for the area. There have been drainage issues across this area for
years. There are several inlets on Stonewall at this location and water routinely flows overland across yards in this
area. This property, and the property to the east, actually has a fairly large masonry rock channel underground. The
channel is on private property. Public Works made comments to try to minimize construction over the channel and the
developer has taken precautions to relocate the driveway and to reinforce the area where the driveway crosses t
channel in an effort to minimize the load and impact to the existing channel.
It appears that the developer has made efforts to minimize stormwater leaving the property onto adjacent
property. The developer has tried to take most stormwater back to Country Club Blvd and get it into the inlets and
underground drainage.

Mark,
There is a new house going up at about 5001 Country Club Blvd that is building their drive way
over the abandoned part of Jackson Street. Do they have the right to take this property as their
own? Did they pay for it? I'm not sure how this works, but others have complained about it and
I don't know the answers.
I know the neighbors are concerned about the drainage problems that might follow.
Thanks for any help you can provide.

The current City Policy is to allow six (6) foot high fences to be placed around the perimeter of single family
construction sites for security purposes while construction is taking place. This type of fence will be allowed,
subject to the following conditions:
1. The fence must be a chain -link fence.
2. The fence is to have a maximum height of six (6) feet.
1 The fence must be located on or behind the front property line and not in the street right-of-way.
4. The use of barbed, concertina wire or -other types of wire specifically designed to inflict injury upon human
contact is prohibited. Electronically charged fences are prohibited.
5. In the case of a corner lot, Public Works approval will be required for fence placement.
6. The fence must be removed prior to a certificate of occupancy being issued for the residential construction.

City of Little Rock's Erosion and Sediment Control Requirements for Residential Lots
The following sections of the Stormwater Management and Drainage Ordinance apply to all construction within the
City of Little Rock. Ques.tions on compliance should be directed to the City Engineers' office at 501-371-4811.
Sec. 29-170(i) If a land alteration activity causes damage to off=site property or water, the responsible party shall be
required to mitigate the damage and install such additional erosion controls, as approved by the city official,
to prevent further damage.
Sec. 29-190(6) Open areas not planned for immediate use shall be seeded or sodded. Soil which is exposed for
more than twenty-one (21) days with not construction activity shall be vegetated in accordance with this
code.
Sec. 29-190(8) The Potential for soil loss shall be minimized by retaining natural vegetation wherever possible.
Sec. 29-190(9) Appropriate provisions such as those in the sormwater management and drainage manual shall be
used to accommodate stormwater runoff and soil loss occasioned by changed soil and surface conditions
during and after development, including the use of vegetation and limitations on soil exposure. If staff
determines upon visual inspection that excessive silt from the construction has migrated offsite, additional
measures to reduce erosion may be required.
Sec. 29-190(12) Mud, dirt, dust, etc. are not allowed to be tracked -onto City streets. Gravel tracking pads, with a
thickness of 6" or greater, shall be installed and maintained to prevent this occurrence.
As a condition of this Building Permit Application, I agree to the requirements of Section 29 requiring erosion and
-sediment control measures as set forth above.
