3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 22,067 (NOVEMBER 16, 2021) TO INCLUDE FUNDING FOR A PILOT
5 PROGRAM FOR THE PROJECT FOR A COMMUNITY SCHOOLS
6 AFTERSCHOOL ARTS PROGRAM BY THE UNIVERSITY OF
7 ARKANSAS, FAYETTEVILLE, A+ ARKANSAS AND TO AMEND THE
8 DATE OF THE GRANT TERM; AND FOR OTHER PURPOSES.

10 WHEREAS,on November 16, 2021,the Board of Directors approved a sole-source ordinance, Little
11 Rock,Ark.Ordinance No.22,067,for a contract between the City of Little Rock("City")and the University
12 of Arkansas, A+ Arkansas to utilize funding the City received form the Windgate Foundation for an
13 Afterschool Arts Program for up to five(5)Little Rock Community School locations("Program"); and,
14 WHEREAS,during the negotiations of finalizing that contract it was determined that the pilot portion
15 of the program had not been addressed by Ordinance No. 22,067; and,
16 WHEREAS, the University of Arkansas, A+ Arkansas has indicated that an additional Sixty-Five
17 Thousand,Six Hundred Twenty-Five Dollars($65,625.00)is needed to fund the pilot portion of this project;
18 and,
19 WHEREAS, Ordinance No. 22,067 provided for funding in an amount not to exceed Four Hundred
20 Ninety-Five Thousand,Two Hundred Seventy-Five Dollars($495,275.00); and,
21 WHEREAS, with the addition of Sixty-Five Thousand, Six Hundred Twenty-Five Dollars
22 ($65,625.00)for the pilot portion of the program, the total funding for the program will be an amount not
23 to exceed Five Hundred Sixty Thousand,Nine Hundred Three Dollars($560,903.00);and,
24 WHEREAS,the term of the grant was for a term commencing May 15, 2021, through and including
25 June 30,2025; and,
26 WHEREAS,the Windgate Foundation has authorized the City to change the term of the grant because
27 of delays due to the COVID-19 Pandemic; and,
28 WHEREAS,the grant term shall now commence on May 15, 2021, and shall go through and include
29 June 1,2025.
30 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:
32 Section 1. Little Rock, Ark., Ordinance No. 22,067 is amended to provide additional funding in an
33 amount not to exceed Sixty-Five Thousand, Six Hundred Twenty-Five Dollars ($65,625.00) for the pilot
34 portion of the Afterschool Arts Program for up to five(5) Little Rock Community School locations.

1 Section 2. The term for this grant from the Windgate Foundation shall commence on May 15, 2021,
2 and shall go through and include June 1,2025.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 ordinance.
8 Section 4. Repealer. All laws, ordinances, including but not limited to, Ordinance No. 22,067
9 (November 16, 2021), resolutions, or parts of the same, that are inconsistent with the provisions of this
10 resolution,are hereby repealed to the extent of such inconsistency.
