3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH RISK MANAGEMENT RESOURCES,IN THE
5 AMOUNT OF SEVENTY-TWO THOUSAND DOLLARS ($72,000.00), TO
6 PROVIDE THIRD-PARTY ADMINISTRATION SERVICES FOR THE
7 CITY'S SELF-FUNDED WORKERS' COMPENSATION PROGRAM,AND
8 FOR OTHER PURPOSES.

10 WHE AS,the City of Little Rock Board of Directors passed Little Rock,Ark.Ordinance No. 13,866
11 (April 15, 2014) to authorize the City Manager to extend the existing contract with Risk Management
12 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
13 Compensa ion Program at a rate of Seventy-Two Thousand Dollars($72,000.00)per year; and,
14 WHE AS,the rate was guaranteed for three(3)years with the maximum term noted in the Request
15 for Propos:is effective July 1,2014; and,
16 WHE ' AS, the current coverage ended on June 30, 2017, and was extended for one (1) additional
17 year pursu: t to Little Rock, Ark. Ordinance No. 21,434 (June 20, 2017) to provide coverage ending on
18 March 31,2018; and,
19 WHE' AS, in 2018, after careful review of response to a formal bid process the recommendation to
20 accept the proposal of Risk Management Resources for seven (7), one (1)-year terms was adopted in
21 Ordinance No. 14,741 (March 20, 2018); and,
22 WHE' AS,Resolution 15,402 (March 2,2021)authorized the fourth year use for Rick Management
23 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
24 Compensa ion Program; and,
25 WHE' AS, this resolution authorizes the fifth year the City shall use Risk Management Resources
26 for the pe od April 1,2022,through and including March 31,2023,to provide Third-Party Administration
27 Services fnr the City's Self-Funded Workers' Compensation Program;
28 NOW THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTJE ROCK,ARKANSAS:
30 Section 1. The City Manager is authorized to enter into an agreement with Risk Management
31 Resources to provide Third-Party Administration Services for the City's Self-Funded Workers'
32 Compensation Program at a cost of Seventy-Two Thousand Dollars($72,000.00)per year.
33 Section 2. The terms of this agreement are from April 1, 2022, through and to include March 31,
34 2023,andleave two(2)possible one(1)-year extensions not to extend past March 31,2025.

1 Section 3. Funding for this agreement is budgeted in Account No. 101003-52033.
2 Section 4. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
3 subparagraph,item,sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid
4 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the resolution
5 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
6 unconstitutional was not originally a part of this resolution.
7 Section 5. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
8 provisions of this ordinance are hereby repealed to the extent of such inconsistency.
