(This section to be completed by staff): Little Rock Historic District Commission Action _ Denied _ Withdrawn _ Approved _ Approved with Conditions _ See Attached Conditions Staff Page 1 of 5 Revised 03/06/2020 Quapaw Quarter Association Historic Building Marker Program Agreement Whereas, the Quapaw Quarter Association and Stephen Franklin & Omar Algarin (hereinafter referred to as "Property Owners") have agreed that the Richard & Lillie Fletcher House, c. 1900, 623 Rock Street, should participate in the Quapaw Quarter Association's Historic Building Marker Program, the Quapaw Quarter Association and Property Owners enter into this agreement. Property Owners agree to pay the Quapaw Quarter Association $837.38 to participate in the Historic Building Marker Program. Property Owners will permit a marker with the historic name of the building, date of construction, and Quapaw Quarter Association logo to be placed on their property. The Quapaw Quarter Association will provide and install the marker. For the sake of consistency, when the marker is attached to a building, an effort will be made to locate it N/A , and when the marker is free-standing, an effort will be made to locate it in a location specified by the property owner within these parameters: Pole - mounted markers should be placed 5' to 8' back from the sidewalk, within 5' on either side of the walk to the front steps of the building. In all cases, however, the Quapaw Quarter Association and Property Owners will agree upon the location before the marker is installed. The Quapaw Quarter Association retains ownership of the marker and reserves the right to remove the marker if a building falls into disrepair or undergoes alterations that are not in keeping with the Secretary of the Interior's Standards for Rehabilitation and the Secretary's Guidelines for Rehabilitating Historic Buildings. The Quapaw Quarter Association will conduct periodic reviews to ensure that buildings with markers are well -maintained and retain their historic integrity. Property Owners agree that when notified by the Quapaw Quarter Association of conditions that warrant removal of a marker, those conditions will be corrected or the Quapaw Quarter Association will be allowed to remove the marker. Property Owners agree that the marker will not be obscured from public view. Property Owners agree that the marker will not be removed without the knowledge and consent of the Quapaw Quarter Association. Property Owners agree to notify the Quapaw Quarter Association of any sale of the property to permit a continuation or revocation of this agreement with the new property owner.
