The Board of Directors of the City of Little Rock, Arkansas, met in a Special Called
Meeting with Mayor Frank Scott, Jr., presiding. City Clerk Susan Langley called the roll
with the following Directors present: Richardson; Webb; Peck (via WebEx Video
Teleconferencing); Wright; Wyrick; Phillips; Kumpuris; Adcock; Vice-Mayor Hines; and
Mayor Scott. Director Absent: Hendrix. Director B.J. Wyrick delivered the invocation
followed by the Pledge of Allegiance.
1. RESOLUTION NO. 15,526: To amend Little Rock, Ark., Resolution No. 15,445 (April
20, 2021), to extend the State of Declaration of a Local Disaster Emergency for 120
days to, and including, December 29, 2021; to specifically endorse the continuation of
Declaration of Local Disaster Emergency 2021-22 as the wearing of masks within the
corporate limits of the City of Little Rock, Arkansas; and for other purposes.
Vice-Mayor Hines asked why the current Emergency Declaration was being extended
past the State's timeline. Mayor Scott stated that it was what they had decided to do
and that the Board would review the Declaration every thirty (30) days to determine if the
Declaration needed to be continued.
Director Adcock made the motion, seconded by Director Richardson, to approve the
resolution. By roll call vote, the vote was as follows: Ayes: Richardson; Webb; Peck;
Wyrick; Kumpuris; Phillips; and Adcock. Nays: Wright and Vice-Mayor Hines. Absent:
Hendrix. By a vote of seven (7) ayes, two (2) nays and one (1) absent, the resolution
was approved.
Mayor Scott adjourned the meeting.
