3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A TEN (10)-YEAR LEASE AGREEMENT WITH VA PROPERTIES,
5 LLC, IN THE ANNUAL AMOUNT OF ONE HUNDRED FORTY-NINE
6 THOUSAND, TWO HUNDRED EIGHTY DOLLARS ($149,280.00), TO
7 PROVIDE OFFICE SPACE FOR THE LITTLE ROCK POLICE
8 DEPARTMENT DOWNTOWN DIVISION, AT THE PROPERTY
9 LOCATED AT 300 EAST ROOSEVELT ROAD, IN THE CITY OF
10 LITTLE ROCK,ARKANSAS; AND FOR OTHER PURPOSES.

12 WHEREAS, VA Properties, LLC, formerly, the Institute in Basic Life Principals, Inc., owns
13 property located at 300 East Roosevelt Road in Little Rock, Arkansas and is willing to lease
14 approximately 12,440 square-feet of office space for use by the Little Rock Police Department's
15 Downtown Division; and,
16 WHEREAS, VA Properties, LLC, offered to lease this office space to the City of Little Rock for an
17 annual rental fee of Twelve Dollars ($12.00) per square-foot payable in twelve (12) equal monthly
18 installments of Twelve Thousand, Four Hundred Forty Dollars($12,440.00), with each payment due on or
19 before the first day of each month, for a total Annual Rental Fee of One Hundred Forty-Nine Thousand,
20 Two Hundred Eighty Dollars($149,280.00); and,
21 WHEREAS, the Little Rock Police Department's Downtown Division Office is currently located at
22 300 East Roosevelt Road, and suitable office space has not been located in the area as an alternative to
23 continuing the City's current lease with VA Properties, LLC; and,
24 WHEREAS, the Little Rock Board of Directors recognize the importance of providing office space
25 for the Little Rock Police Department Downtown Division in the downtown area and desires to lease
26 approximately 12,440 square-feet of office space from VA Properties, LLC, for the proposed Annual
27 Rental Fee of One Hundred Forty-Nine Thousand, Two Hundred Eighty Dollars($149,280.00).
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement
31 with VA Properties, LLC, in a form to be approved by the City Attorney, for the lease of approximately
32 12,440 square-feet of office space located at 300 East Roosevelt Road in Little Rock, Arkansas, for a
33 total annual amount of One Hundred Forty-Nine Thousand, Two Hundred Eighty Dollars ($149,280.00),

1 payable in twelve (12) equal monthly installments of Twelve Thousand, Four Hundred Forty Dollars
2 ($12,440.00), with each payment due on or before the first day of each month. The ten (10)-year lease
3 term will be effective May 1,2021,through and including April 30, 2031.
4 Section 2. Funding for annual rental agreement is available in the General Fund, Account 105240-
5 65140.
6 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
12 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
