A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF LITTLE ROCK,ARKANSAS IN SUPPORT OF THE
RIVER MOUNTAIN NEIGHBORHOOD ACTION PLAN REVIEW.
WHEREAS,the area residents and Neighborhood Associations fonned a Steering
..Committee to develop a neighborhood Plan;and
WHEREAS,the residents and other "stakeholders"in the area participated in a
public meetings to discuss and identify area concerns to include in the plan;and
WHEREAS,After several months of work by the Planning Committee,a set of
goals and objectives were developed and presented to the Neighborhood Associations,
City Departments,Plans Committee of the Little Rock Planning Commission;and
WHEREAS,this Plan (Goals and Objectives)provides a way for both
neighborhood based groups and others working in and around the neighborhood to
advance the desires and meet the needs of the residents;
WHEREAS,comprehensive planning must include not only interests of the
neighborhood immediately affected but the interests of the city as a whole;and
WHEREAS,local government encourages and supports neighborhood-based
coalitions that develop individual neighborhood organizations,articulate neighborhood
views on community-wide issues,and facilitated the planning process;and
WHEREAS,advocacy planning by neighborhoods is an acceptable and legitimate
role fro citizens and professional planners.
NOW,THEREFORE BE IT RESOLVED BY THE PLANNING COMMISSION
OF THE CITY OF LITTLE ROCK,ARKANSAS.
SECTION 1.The Planning Commission of the City of Little Rock does support
the vision and goals as expressed in the River Mountain Neighborhood Action Plan
Review.

Preface
In May of 1997,city staff contacted the Neighborhood Associations of Pankey,Pleasant
Forest,Pleasant Valley,Walton Heights,Westbury,and Westchester/Heatherbrae to
develop the original River Mountain Neighborhood Action Plan.Informational meetings
were held in the summer of 1997 and the formation of the neighborhood action plan
began in August.In November of 1997 a town hall meeting was held to approve and
make final adjustments to the plan,which was adopted by Board of Directors Resolution
in May 1998.
In the Fall of 2001,city staff commenced research for the plan update and contacted the
previously mentioned neighborhood associations for the three-year review.The
Planning and Development Department surveyed other departments and conducted
field studies to gather information to present to the review committee.Staff also
reviewed building permits,zone changes and land use plan amendments filed for the
study area within the past three years.
The first review meeting was held in November 2001 followed by a series of
informational meetings focused on providing the committee members an over-view of
city activities that took place in the study area within the past three years.The next set
of meetings revolved around discussions of Goals and Objectives to determine if goals
have been met,goals that have not been met,and goals that were no longer relevant.
Major concerns expressed by the review steering committee were:
Enforcement of the Highway 10 Design Overlay District.
Preservation of natural landscaping and ecology.
Preservation of topography.
-Traffic Calming and limitation of curb cuts.
Since the committee has not adopted new goals,staff has not requested a new
resolution for the plan update.

Existing Conditions:
Future land Use Plan
The Future Land Uses shown for the River Mountain area remains basically the same
since 1997 with the exception of two Land Use Plan amendments.The first change
occurred on April 20,1999 with multiple changes from Single Family and Low Density
Residential to Commercial,Office,Multi-Family and Park/Open Space at Cantrell and
Black Road.The second Land Use Plan amendment occurred on July 17,2001 with a
change from Single Family to Park/Open Space to recognize Pankey Park which was
linked to a zoning application in which all city parks were rezoned to PR -park and
Recreation.
Proposed Future land Use Changes
The focus of the Steering Committee centered on preservation of the natural features of
the study area,especially within the Cantrell Road!Highway 10 Corridor.The
residents of the area support land use categories designed to encourage the use of
Planned Zoning Districts to allow greater review of proposed developments and insure
the enforcement of the Highway 10 Design Overlay District and to protect existing
topography,topsoil,and vegetation.Members of the Steering Committee wish to limit
new commercial developments on Cantrell Road.They also wish to prevent soil
erosion and silting by supporting land uses that have a minimal impact on the local
environment.The proposed changes are shown on a map on page __
Zoning Changes
Zoning in the study area has remained stable.Most of the zoning changes in the study
area have involved Planned Zoning Developments for Office uses along Cantrell Road
in areas shown as either Transition or Office.Most of the zoning changes affecting the
River Mountain study area have occurred outside the study area on Cantrell Road at
Ranch Drive.The chart below show the results of the zoning changes.

The Master Street Plan for the study area has had minor changes since the last plan.a
change to the plan included the removal of Rivercrest as a Collector.The Pebble
Beech collector has been connected to Rahling Road.The rest of the area remains
unaltered.
Improvements to the street system in the past three years include culvert rehabilitation
on Hinson at EI Dorado and sidewalk improvements on Hinson Road from Beckenham
Street to Hickory Circle Drive.Public Works reported that the intersection at Rodney
Parham and Woodland Heights received improvements to improve traffic flow through
that intersection.Other street improvements included Jerry Drive from Shepherd Drive
to Jerome Drive,Jerome Drive from Jerry Drive eastward for 800 feet,and Shepard
Drive from Taylor Loopio Shepherd Court.The Board of Directors cancelled the
Rodney Parham street improvements from Hinson Road to Woodland Heights at the
request of area residents.
The Central Arkansas Transit System (CATA)no longer provides regularly scheduled
bus service for the area.
Parks and Open Space
The Parks and Recreation Department is developing the River Mountain Road along the
bank of the Arkansas River as a conservation area that includes a 12-foot wide bike
path.The 2001 Little Rock Parks and Recreation Master Plan show this route as the
"Take it to the Edge Trail."The path will serve as a spine in a chain of parks linking
downtown Little Rock and Pinnacle Mountain State Park.In addition,this trail serves as
a component in the loop of trails the Parks and Recreation Department proposes to
develop along the edges of the city.The major obstacle in this development will be the
crossing of the Little Maumelle River.The Parks and Recreation Department has not
developed a system of mountain bike trails proposed for the area.A 617-acre park is
proposed to be located on Garrison Road intended to serve the needs of the western
portion of the city.
There is one developed public park located in the area.It is the size of approximately
one block and is located on Russ Street in the Pankey community.There is an
undeveloped park,the River Mountain Park in the Walton Heights area (378.0:!:acres),
which The 2001 Little Rock Parks and Recreation Master Plan shows as an
undeveloped Large Urban Park.
Housing
The River Mountain study area experienced an increase in the number of renter
occupied housing.The 1990 Census indicated 3,876 housing units located in the area
and 95.4%of those units were occupied.A recent GIS inventory indicated that there

are currently 4,216 housing units located in the area.1 Based on the Census and GIS
data,the number of housing units in the area grew by 9.7 %with 340 units added.2 The
2000 Census indicated 95%of the units in River Mountain were occupied.In 1990,
56%of the household units are owner occupied throughout Little Rock,while in the
River Mountain area,72.7%of the units are owner-occupied.In 2000 the percentage of
owner occupied units increased from 56%to 57.4%,while in River Mountain the
percentage of owner occupied units decreased from 72.7%to 64%.The increase in
renter occupied units can be attributed to the construction of apartments.
The number of occupants per unit remained stable.Owner-occupied units in 1990 had
an average of 2.83 persons per unit,while there were 1.92 persons per rental unit.In
2000,owner-occupied units had an average of 2.65 persons per unit,while there were
1.9 persons per rental unit.Using the drive by or "windshield"survey method,the
housing units through out the area was determined to be in satisfactory condition,with
most conditions remaining the same at the time of the plan update.The area of Pankey
does have some units that are substandard.

Population
The combined population in the study area for the year 2000 population was
approximately 12,573 residents.In 1990,the population for the study area was 9,548.
The population of the study area increased by 3,025 residents (25%)between the 1990
and 2000 census,while the City of Little Rock grew by 1.8%.

Overall,the numbers of all races in the study area increased with the largest percentage
of increase gained by Other races.The next largest population gain for the study area
was the increase in the Black/African American population.The population of Whites
living in the area increased in numbers but decreased in percentages.In 1990,Whites
made up 92.2%of the area population with 8,804 residents while in the 2000 census
the percentage of Whites decreased to 87%of the population but increased in
population to 10,963 residents.The White population for the city decreased by 12%.In
the 1990 census,Black/African Americans made up 6%of the area population with 575
residents while in the year 2000 Black/African Americans increased up to 8%of the
population with 976 residents.Black/African Americans grew by 401 residents with an
increase of 70%while the Black population for the city increased by 16%.In 1990
Other races,including Asians and Native Americans,made up 1.8%of the area
population with 169 residents while in the year 2000 other races consisted of 5%of the
population with 637 residents.Other races tripled in growth with the addition of 468
residents or by 277%.Citywide,the population for other races grew with an increase of
71%.

The 2000 census shows a slight increase in age for the residents of the study area.
The 1990 census data revealed that persons ages 18-64 made up 67.80%of the
population with 6,471 residents.By 2000,persons ages 18-64 increased by 1,804 to
8,275 but decreased to 66%of the population.In 1990,persons in the less than the
age of 18 made up 25.20%of the population with 2,404 residents.By 2000 persons
less than the age of 18 increased by 479 residents to 2,883 but decreased to 23%of
the population.In 1990 persons over the age of 65 consisted of 7%of the population
with 673 residents.By 2000 persons aged 65 and over increased by 706 residents to
1,379 with an increase to 11 %of the population.The population of all age groups
increased in population but the population of residents aged 65 and over experienced
the greatest increase in the percentage of the population.

The annual household income ranges included in the 1990 census range from less than
$5,000 to over $150,000.The percentages of the Household Annual are as such:46%
make less than $50,000,50%make between $50,000 and $100,000,while 4%make
more than $100,000.
Annual household income data from the 2000 census are not yet available at the
Census Tract level at the time of printing.The available data at the time of the plan
update provides the annual income data for the City of Little Rock.The annual
household income ranges included in the 2000 census range from less than $5,000 to
over $150,000.The percentages of the Household Annual Income data for Little Rock
can be broken into three groups with 63.8%making less than $50,000,28.8%making
between $50,000 and $100,000,while 7.3%make more than $100,000.Based on the
percentages found in the 1990 census,the household income levels for the study area
should be higher than the rest of the city.Since the population of the area increased,it
is likely that the number of residents of in each income group may have increased.
Crime
The River Mountain review committee examined three types of crime.The first
category of crime consists of Part I offences that are reported to the FBI by the Little
Rock Police Department.The second category of crimes discussed involves some form
of substance abuse.The category of crimes examined is categorized by the Police
Department as Criminal Mischief,which includes reported incidents of vandalism.

The Part I offences includes crimes that are committed against persons and property.
Crimes against persons reported in the past three years included multiple forms of
Aggravated Assault,Assault I Simple,Domestic Disturbance,Rape and Terror Threats.
No incidents of homicide or suicide were reported in the time period covered by this
study.Crimes against property reported in the past three years included multiple forms
of Arson,Breaking and Entering,Burglary,Larceny,Robbery,Shoplifting,and Vehicle
Theft.During the first year of the study a total of 358 Part I Offences was reported to
the Police Department.Crimes against persons made up 14.8%of Part I Offenses
reported.85%of the Part I Offenses involved crimes against property.During the
second year Part I Offences increased by 24.8 %for a total of 476 reported incidents.
During the third year the number of Part I Offences decreased by 25.3%for a total of
356 Part I Offences reported.By June of 2001 Part I Offences reported retuned to
about the same level as the number of incidents reported for the first year.

Crimes involving substance abuse involve Narcotics Offences and Public Intoxication.
The occurrence of reported Narcotics Offenses within the study area is very low even
though such incidents are on the rise.There were no Narcotics Offences reported for
the first year,one offence during the second year and three reported during the third
year.There were no reported incidents of Public Intoxication reported in the study area.
However,if an arrest is made,the Police Department will keep a record of the most
serious charge when entering reported incidents into the crime analysis database.

Criminal Mischief covers a variety of crimes including vandalism.Seven reported
incidents of Criminal Mischief were reported during the first year of the study.During
the second year reported incidents of Criminal Mischief increased by 53.8%for a total of
13 reported incidents.During the third year covered by this study,reported incidents of
Criminal Mischief decreased by 84.6%for a total of two reported incidents.

Policy Plan:
Public Safety goal:Assure that Crime and safety issues in the neighborhoods be
aggressively dealt with by city government.
Objectives:
•Reduce speeding and incidents of vandalism in the area through police vigilance
and enforcement.
•Explore and implement new technologies used for efficient law enforcement and
records keeping.
Actions:
•Increase police enforcement of speed limits on residential streets,especially on
cut-through streets:Pleasant Forest Drive,Sierra Forest Drive,Arkansas Valley,
Hidden Valley -High Priority
•Establish a policy to have citizens make the police department aware of problem
areas and request an increase of patrol officers in the area.
•Request more frequent police presence to prevent vandalism in the area.
Painted lines on street do not slow traffic.Traffic circles do slow cars.

Infrastructure goal:Have an adequate infrastructure network,including sidewalks,
roadways,and drainage systems,within the neighborhood which is designed and works
to produce a safe and attractive neighborhood environment.
Objectives:
•Encourage placement of sidewalks on all neighborhood streets.
•Ensure that roads are improved in a manner that is supportive of all modes of
transportation (walking,cycling,automobile,public transit and truck)and help to
minimize the conflicts between the various modes.
•Identify and construct neighborhood curb and gutter needs.
Actions:
•Correct the flooding and drainage problems in the Piedmont and Pankey areas.
•Correct the sight distance problems by clearing R-O-Won Pleasant Ridge Road
between Green Forest and Cedar Branch to improve the visibility triangle at
these locations -High priority
•Install curb and gutter on Fairview Road -Low priority
•Install sidewalks on the north side of Cantrell Road from Rodney Parham to
Highway 300 -low priority
•Install street lamps on Hinson Road from Napa Valley Drive to Taylor Loop Road.
•Install street lamps on Old Oak Drive from Hinson Road to Old Oak Circle.
Silting is a problem in Piedmont Lake.

Traffic &Transportation goal:Ensure safe and efficient movement of pedestrian,
bike and vehicular traffic in,around,ant through the neighborhood.
Objectives:
•Examine appropriateness of traffic calming devices on residential streets and
determine which areas need such devices with the goal of placing such devices
at locations where they are most needed -High priority
•Study the traffic flow with the goal of improving traffic flow and safety on streets
where such improvements are needed -High priority
•Reduce the amount of cut-through traffic on local streets -High priority
Actions:
•Adjust timing of traffic light at Rodney Parham and Cantrell Road.
•Conduct a joint City and State Highway Department Study for signalization of
Cantrell Road.
•Explore possibility of installing traffic calming devices.
•Install flashing lights to warn motorists of pedestrians in Pankey.
•Reconstruct Taylor Loop Road from Hinson Road north to Cantrell Road as a 4-
lane minor arterial.
•Amend the Master Street Plan to allow South ridge Drive to remain at current
width -High priority
•Amend the Master Street Plan to realign Pleasant Ridge Road with South ridge
Drive -High priority
•Widen Pinnacle Valley Road to a 36 foot 2-lane road.
•Work with Public Works and AHTD to redesign on and off ramps at 1-630/1-430.
•Work with Public Works Department to implement traffic calming tactics on
Hidden Valley,Sierra Forest Drive,and Rocky Valley Drives.
•Work with Public Works Department to explore not allowing a left turn onto Rocky
Valley drive from Rodney Parham Road.A suggestion is a raised median,
possibly with planter,in the already striped median area.
•Work with Public Works to implement traffic calming tactics on South ridge Drive,
Sierra Forest Drive and Pleasant Forest Drive -High priority
•Work with Public Works to reduce cut-through traffic on Shepherd Drive,sierra
Forest Drive and Pleasant Forest Drive -High priority•
Shared driveways (reduced number of curb cuts)are one tool to improve traffic flow.

Sustainable Natural Environment goal:to conserve and improve the natural
environment for this and future generations so that it will sustain life,maintain health
and provide an improved quality of life.
Objectives:
•Encourage the development of new approaches to park and open space.
•Ensure that significant environmental features and functions are preserved and
have any damages remedied,for example,Piedmont Lake.
•Preserve and maintain existing greenways and open spaces in the
neighborhood.
•Promote vigorous enforcement of Landscaping &Excavation Ordinance.
Actions:
•Preserve and keep in its natural state,the Pleasant Valley green belt along
Hidden Valley Drive.Do not concrete creek,preserve it in an ecological manner.
•Preserve Grassy Flat Creek in its natural state.IF action is required to control
flooding or severe erosion,work with the Pleasant Valley Property Association to
look for solutions that will maintain the creek in its most natural state possible.
Any action required will be done in the most ecologically sensitive manner
possible and will never involve concreting the creek banks and bottom.
•Preserve the Highway 10 Design Overlay District.
•Vigorously enforce the ordinance for hillside protection.
•Vigorously enforce the ordinance for the preservation of trees.
•Work with Parks and Recreation to develop the Penal Farm into an Eco-
educational Park.
Converting Grassy Flat Creek to a
concrete culvert is not acceptable.
Any improvements to Grassy Flat Creek
should be ecologically sensitive.

Parks and Recreation goal:to design spaces that meet both the group and
solitary recreational needs of residents.
Objectives:
•Support the implementation of the Little Rock Parks and recreation Master Plan
of 2001
•Provide active park facilities in and near the neighborhood.
•Provide passive park facilities in and near the neighborhood.
Actions:
•Work with Parks and Recreation to develop a passive park at the Pankey
Community Center.
•Expand the existing city park in Pankey located on Russ Street with additional
passive activities.
•Work with Parks and Recreation to develop a major city park in west Little Rock.

Residential Development goal:To promote and integrated community structure
and design that provides a unique,healthy,and safe urban living environment.
Objectives:
•Develop Neo-traditional neighborhoods (pedestrian and bicycle friendly
neighborhoods,which are less dependent on automobiles),in areas that have
not yet developed.
•Monitor Low-Income housing and publicize compliance with rental inspections,
etc
Actions:
•Conduct a study of the Land Use Plan with residents for the Pankey Community.
•Enforce the construction of sidewalks with all types of development.
•Insure the physical continuity of sidewalks so that sidewalks built on the same
side of the street connect without gaps and that sidewalks built on opposite sides
of streets are connected with ADA accessible crosswalks.
•Enforce all developing subdivisions to install curb and gutter.
•Require developers to install underground utilities in all new subdivisions.
•Require street lighting be in place in new subdivisions at the time streets are
opened.
•Monitor low-income housing,publicize compliance with rental inspections,etc to
maintain higher standards of housing stock in the area.
