3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 21,946 (DECEMBER 29, 2020), TO ADJUST THE FISCAL YEAR 2021
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET
7 FUND AND WASTE DISPOSAL FUND;TO DECLARE AN EMERGENCY;
8 AND FOR OTHER PURPOSES.

10 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas,in Little
11 Rock,Ark.,Ordinance No. 21,946(December 29,2020);and,
12 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
13 Fund, Street Fund, Fleet Fund and Waste Disposal Fund, and where necessary to authorize the increase or
14 decrease in the Fiscal Year 2021 line items for these and other matters; and,
15 WHEREAS, such adjustments were made in Little Rock, Ark., Ordinance No. 22,041 (October 5,
16 2021)to reflect operational changes in the General Fund, Street Fund, Fleet Fund, Vehicle Storage Fund,
17 Waste Disposal Fund and Parking Garages Fund;and,
18 WHEREAS, the Mayor, City Manager and the Chief Financial Officer, in compliance with City
19 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the
20 Board of Directors for approval.
21 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.21,946(December 29,2020),
24 as amended by Little Rock, Ark., Ordinance No. 22,041 (October 5, 2021), is hereby amended to reflect
25 an increase in the General Fund Operating Resources amount of One Million, Six Hundred Thirty
26 Thousand, Eight Hundred Seventy-Four Dollars ($1,630,874.00) to Two Hundred Twenty-Five Million,
27 Seven Hundred Eighty-Nine Thousand, Nine Hundred Twenty-Four Dollars ($225,789,924.00), and to
28 increase the operating budgets for General Fund Departments by Three Million,Forty-Five Thousand,Five
29 Hundred Fifty-Seven Dollars ($3,045,557.00) to Two Hundred Twenty-Four Million, Nine Hundred
30 Twenty-Four Thousand,Nine Hundred Twenty-Four Dollars($224,924,924.00).
31 Section 2. Street Fund Section 5 of Little Rock, Ark., Ordinance No. 21,946(December 29, 2020),
32 as amended by Little Rock,Ark., Ordinance No.22,041 (October 5, 2021), is hereby amended to reflect an
33 increase in Street Fund Operating Resources of One Hundred Ninety-Eight Thousand Dollars

1 ($198,000.00)to Twenty-Three Million,Seven Hundred Twenty-Six Thousand,Three Hundred Sixty-Nine
2 Dollars($23,726,369.00), and to reflect an increase for Street Fund Departments of One Hundred Twelve
3 Thousand, One Hundred Seven Dollars ($112,107.00) to Twenty-Two Million, Twenty-Eight Thousand,
4 Nine Hundred Seventy-Six Dollars($22,028,976.00).
5 Section 3. Fleet Fund Section 5 of Little Rock,Ark.,Ordinance No. 21,946(December 29, 2020),as
6 amended by Little Rock, Ark., Ordinance No. 22,041 (October 5, 2021), is hereby amended so the Fleet
7 Fund Operating Resources amount will decrease by One Hundred Forty-Four Thousand, Nine Hundred
8 Twenty-Nine Dollars($144,929.00)to Twelve Million, Five Hundred Forty-Five Thousand, Six Hundred
9 Ninety-Four Dollars ($12,545,694.00), and to reflect a decrease for Fleet Fund Departments of One
10 Hundred Forty-Four Thousand, Nine Hundred Twenty-Nine Dollars ($144,929.00) to Thirteen Million,
11 Four Hundred Eight Thousand, Six Hundred Ninety-Four Dollars($13,408,694.00).
12 Section 4. Waste Disposal Fund Section 5 of Little Rock, Ark., Ordinance No. 21,946 (December
13 29, 2020), as amended by Little Rock, Ark., Ordinance No. 22,041 (October 5, 2021), is hereby amended
14 to reflect an increase in the Waste Disposal Fund Operating Resources of Five Hundred Twenty-Eight
15 Thousand Dollars ($528,000.00) to Twenty-Three Million, Eight Hundred Ninety-Three Thousand, Four
16 Hundred Twenty-One Dollars ($23,893,421.00), and to reflect an increase for Waste Disposal Fund
17 Departments of One Hundred Twenty-Three Thousand, Thirty-Three Dollars ($123,033.00) to Twenty-
18 Three Million, Four Hundred Eighty-Eight Thousand, Four Hundred Fifty-Four Dollars($23,488,454.00)
19 Section 6. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 21,946
20 (December 29,2020),as amended by Little Rock,Ark.,Ordinance No.22,041 (October 5,2021),is hereby
21 amended to reflect an increase in contributions to Outside Agencies of One Million, Eight Hundred
22 Thousand Dollars($1,800,000.00)to Fifteen Million,Nine Hundred Sixty-Seven Thousand,One Hundred
23 Forty-Four Dollars ($15,967,144.00). The amended contracts included in the operating uses in Section 5
24 include the following amounts for entities with which the City contracts for public services,or in which the
25 City has an ownership interest as follows:

4 Section 8. Records. The Chief Financial Officer is directed to maintain appropriate records which
5 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
6 provided to the Board of Directors on December 14,2021.
7 Section 9. Severability. In the event any title, section,paragraph,item,sentence,clause,phrase,
8 or word of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration
9 or adjudication shall not affect the remaining portions of the ordinance which shall remain in full
10 force and effect as if the portion so declared or adjudged invalid or unconstitutional were not
11 originally a part of the ordinance.
12 Section 10. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
13 ordinance are hereby repealed to the extent of such inconsistency.
14 Section 11. Emergency Clause. The City's ability to properly maintain its budgets and to account for
15 its funds is essential to maintain the public health, safety and welfare;an emergency is, therefore, declared
16 to exist and this ordinance shall be in full force and effect from and after the date of its passage.
