3 A RESOLUTION TO APPROVE THE INCLUSIONS OF THE CDBG,
4 HOME AND HOPWA SOURCES AND USES OF THE 2022 FUNDS FROM
5 THE UNITED STATES GOVERNMENT IN THE CITY'S ANNUAL PLAN;
6 AND FOR OTHER PURPOSES.

8 WHEREAS,as a part of the annual plan which must be submitted to the U.S. Department of Housing
9 & Urban Development("HUD"),the City must suggest the sources of uses of certain funds to be received
10 from HUD;and,
11 WHEREAS, the City's projected 2022 entitlements total Two Million, Nine Hundred Eighteen
12 Thousand,Three Hundred Seventy-Two Dollars($2,918,372.00);funding in the amount of Three Million,
13 One Hundred Seventy-Three Thousand, Four Hundred Twenty-Six and 27/100 Dollars($3,173,426.27) is
14 also available,including Two Hundred Thirty-Five Thousand,Fifty-Four and 27/100 Dollars($235,054.27)
15 in 2021 Program Income; and Twenty Thousand Dollars($20,000.00) in reallocated funds;and,
16 WHEREAS,the proposed uses of the City's 2022 Entitlement Funds were developed with extensive
17 citizen participation, including two (2) virtual meeting and three (3) meetings throughout the City and a
18 sixteen(16)-member Consolidated Planning Committee;the Consolidated Planning Committee developed
19 a slate of projects to recommend for Board approval of the proposed uses of the 2022 CDBG, HOME and
20 HOPWA Funding; and,
21 WHEREAS, Public hearings have been conducted during the process to allow a maximum of citizen
22 input and the Consolidated Planning Committee selected the attached projects to be funded during the 2022
23 Program Year; see attached Exhibit"A";
24 WHEREAS,the Consolidated Planning Committee has recommended the sources and uses allocation
25 of funds to the Board;
26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The 2022 Consolidated Planning Proposed Sources and Uses of Funding is attached as
29 Exhibit A.
30 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
32 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
33 as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the reso-
34 lution.

1 Section 3. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
2 hereby repealed to the extent of such inconsistency.
