3 A RESOLUTION TO SET CITY WARD BOUNDARIES WITHIN THE
4 CITY OF LITTLE ROCK, ARKANSAS,TO BE MODIFIED AS A RESULT
5 OF THE 2020 FEDERAL DECENNIAL CENSUS; AND FOR OTHER
6 PURPOSES.

8 WHEREAS,as a result of the 2020 Federal Decennial Census, it has been determined that the City of
9 Little Rock, Arkansas, has experienced various population shifts that would impact how Ward boundaries
10 are drawn in order to create contiguous Wards that are roughly equal in population size, if not geographic
11 area,and which appropriately represent the racial and ethnic makeup of the City; and,
12 WHEREAS,pursuant to Little Rock, Ark., Ordinance No. 22,057 (October 19, 2021), a process was
13 established for the City Manager to provide new boundaries for consideration;and,
14 WHEREAS, the Board of Directors has reviewed this information in terms of the seven (7) current
15 Ward boundaries,and in terms of suggested changes for boundary lines as a result of the Census Data;and,
16 WHEREAS, the Board desires to assure, that, where possible, existing neighborhoods are preserved
17 as cohesive political and social units represented by a single Ward representative, and are not divided
18 politically into different Wards; and,
19 WHEREAS, in light of the geographic, demographic and political information provided with the
20 census data, City Staff has prepared a map, which is attached as Exhibit A to this resolution, that
21 demonstrates Ward boundary changes that achieve close population equivalency in each of seven (7)
22 contiguous Wards; and,
23 WHEREAS, pursuant to Ark. Code Ann. §14-61-109(4) (West 2004), it is the duty of the Board of
24 Directors to set new Ward boundaries when there has been a substantial change in population from the
25 preceding Federal Decennial Census.
26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors of the City of Little Rock, Arkansas, has reviewed and decided up
29 the boundaries for seven (7) Ward Districts within the City as shown on the map attached as Exhibit A to
30 this resolution.
31 Section 2. The City sets these boundaries to become the final certified boundaries for the seven (7)
32 Wards of the City of Little Rock.
33 Section 3.Severability. In the event any portion of this resolution is declared or adjudged to be invalid

1 or unconstitutional, such declaration or adjudication shall not affect the remaining portions of this
2 resolution, which shall remain in full force and effect as if the portion so declared or adjudged invalid or
3 unconstitutional, was not originally a part of the resolution.
4 Section 4.Repealer.All laws ordinances resolutions or parts of the same that are inconsistent with the
5 provisions of this resolution are hereby repealed to the extent of such inconsistency.
