3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF
4 COMPETITIVE SELECTION, AND TO AUTHORIZE THE CITY
5 MANGER TO ENTER INTO A CONTRACT WITH THE UNIVERSITY OF
6 ARKANSAS,A+ARKANSAS,IN AN AMOUNT NOT TO EXCEED FOUR
7 HUNDRED NINETY-FIVE THOUSAND, TWO HUNDRED SEVENTY-
8 TWO DOLLARS ($495,272.00), FOR A COMMUNITY SCHOOLS ART
9 AFTERSCHOOL THREE(3)-YEAR PILOT PROGRAM,TO COMMENCE
10 ON NOVEMBER 15,2021,AS ENDORSED BY THE COMMISSION ON
11 CHILDREN, YOUTH AND FAMILIES, AND FOR OTHER PURPOSES.

13 WHEREAS, in 2020, the City of Little Rock, Arkansas, received funding from the Windgate
14 Foundation to partner with the University of Arkansas, A+ Arkansas to provide an Afterschool Arts
15 Program for up to five(5)Little Rock Community School locations; and,
16 WHEREAS, funding for this program is contingent upon the aforementioned partnership and declare
17 it impractical and unfeasible to bid; and,
18 WHEREAS, the Commission on Children, Youth and Families met to review the recommendation;
19 and now endorse program funding for approval; and,
20 WHEREAS, upon the formal adoption of this resolution, the contract will be finalized and executed
21 with the University of Arkansas.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The Board of Directors waives the requirement of a competitive selection process for the
25 Afterschool Arts Program contract partnered with the University of Arkansas,A+Arkansas due to its being
26 impractical and unfeasible to bid under the present circumstances.
27 Section 2. The City Manager is authorized to enter into a contract with the University of Arkansas,
28 A+Arkansas for the expressed purpose of providing an Afterschool Art Pilot program for up to five(5)
29 community school locations in an amount not to exceed Four Hundred Ninety-Five Thousand, Two
30 Hundred Seventy-Five Dollars($495,275.00)for a term commencing May 15,2021,through and including
31 June 30, 2024, so long as funding is available.
32 Section 3. Funds for these programs are available from a Windgate Foundation Grant, Account No.
33 270129 G15211.

1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 resolution.
6 Section 5. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
7 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
