The property’s legal description is “Lot 9, Block 10, Original City of Little Rock, Pulaski County, Arkansas." This multifamily building was built circa 1870. The 2007 survey form states: “This Halianate, 2-story house has hipped roof with center gable over the entry. Paired roof cornice brackets on wide overhangs, tall windows and elaborately decorated frieze on the porch are all typical details of this style.” It is considered a "Contributing Structure" to the MacArthur Park Historic District. This application is a request to install of 6-foot steel tubing metal fence, north and rear. RECENT ACTIONS ON THIS SITE: On April 15, 2015, a COC was issued to Mary Bray for a repair of the roof (main and porches), porch column repair, Wood siding repair, and window repair/replacement. On February 9, 2015, a COC was issued to Mary Bray for repair of the roof (main and porches) and front column repair. On September 17, 2014, a COC was issued to Mary Bray for installation of a wood fence not visible from the street. Location of Project On June 9, 2010, a COC was issued to Mary Bray Kelley for repair of the garage roof and siding repair. PROPOSAL AND WRITTEN ANALYSIS OF THE APPLICATION BASED OFF OF INTENT AND GUIDELINES: Installation of a six-foot black metal bar fence with automatic gate. The fencing is proposed to be six-foot high ½ x ½ black steel rods on 4-inch centers, 4x4 posts will be used to support the fence and gates. The first segment will be along the east face of the Porte Croshere for a length of approximately 12 feet. This will close the east face of the Porte Croshere. There will to a 36-inch gate for the existing walk. The second segment will go from the northwest corner of the Porte Croshere approximately 8 feet to the north (the property line) turning west to the garage at the rear of the property. Approximately eight feet from the corner of the fence will be a 23-foot-wide retracting gate. This will be an automatic retracting gate for vehicular access to the garage in the rear. Design Guidelines for Site Design, Section A. Landscape Features, 3. Fences and Retaining Walls:” states “Fencing materials should be appropriate to the style and period of the house. Cast iron fences were common through the Victorian period and should be retained and maintained, Wrought iron and bent wire fences are also historic.” The structure is contributing to the McArthur Park Historic District - Pollock House (PU0263). There is a black metal fence existing along the street in front of this property. A Porte Croshere is located on the north side of the structure which is currently being used as a covered patio. It is open on the east and west. A four-foot walk goes from the front entry way around the north side of the structure to the Porte Croshere. The first fencing segment would close the east opening of the Porte Croshere with a 36-inch gate for the walkway. There is significant landscaping in front of the Porte Croshere next to the walk. This fence would be partially visible from the sidewalk in front of the property. The proposed design of the fence is consistent with the graphic in the Design Standards for a “simple metal ornamental iron fence” found in section “VI. Design Guidelines for Site Design” The second black steel rod fence would start at the northwest corner of the Porte Croshere and go approximately eight feet to the north, then eight feet to the west along the property line. A 23-foot retracting automatic gate would follow. Access to the rear garage is via the property to the north. This new fencing would complete the enclosure of the rear yard. There is a wood fence on the south which was approved in 2014 (COC). This new fence along the north property line would be visible from the sidewalk looking through the vacant adjacent property to the north. At such time as the adjacent property owner constructs a new building on their property this new fencing would likely not be visible from the sidewalk along Scott Street. There are two contributing structures to the south of this site. The parcel to the north (where the fence is proposed) is currently vacant. A structure was lost on this site. Th next parcel to the north has a contributing structure on it. Across the Street (east side of Scott) is a new non- contributing structure. NEIGHBORHOOD COMMENTS AND REACTION: At the time of distribution, there were no comments regarding this application.
