I have attached the minutes of the file LU98-12-01 for the changes from MF and SF to STD and the amendment
notification example sent to property owners for their opinions at that time (January 27-1998). I also found that in 2004
JW Koch sold this property to you and you started to own this lot by the date 7/28/2004. The amendment from MF and
SF to STD happened in 1998, 6 years before you bought this property according to Arkansas Pulaski County Parcel Data.

If you request any other documents that I can provide I will sure provide you.
On the Future Land Use Plan we try to provide different types of housing classifications (Single-family, Multi-family…) for
every type of economic status people. If one classification being removed from the Plan due to another land use

amendment we try to re-locate the same amount of Land Use Classification land within the vicinity. The land use change
on your property haven’t been processed yet or haven’t been to any Agenda hearing yet so we do not have any minutes
related to this change. We sent the notifications to you and to the other property owners to get their opinion about the
change before we process the amendment. So we would like you tell us your opinion about that from STD to RM change
on your property.

Thank you for the ordinance file. Is there any other documentation that I
may have supporting the 17691 ordinance decision to change section 2:
SECTION 2. That Parks / Open Space, Multi - family and Single Family on the west side of Shackleford Road north of
Stagecoach Road be amended to Service Trades on the Land Use Plan..
And Section 4:
SECTION 4. That the Land Use Plan be changed from multifamily, single family and parks / open space to low density
residential, office, public institutional, suburban office and service trades on the attached sketch and be changed in the
Land Use Narrative.
Also, I have copied this sentence from your email of Dec 11, 2019 to me
regarding the amendment to change it from STD to RM:
“This change comes from the loss of a current RM use directly to the north of David O Dodd Road, from RM to PI) and
not a zoning change on your current R-2 zoned property.”
Would you please explain how the RM to PI change north of David O
Dodd Road necessitates the change on my parcel from STD to RM? Are
there any discussion minutes or notes of this proposed change that I may

1. Your property/parcel changed from MF &SF to STD on 03-17-98 with the ordinance number 17691. I have
attached the ordinance in Pdf file format for you to look at it.
2. It was not classified as LI (Light Industrial) before but it was MF & SF (Residential) before STD. You can find the
ordinance of that change within this email.

RA7000 refers to Residential Single Family homes which are over 7000 sqft. For the other I am not sure about their
definitions since they are Pulaski County Data. For further information, I can suggest you to contact with them (Pulaski

I have attached 5800 BLK Shackleford Road Zoning and Land Use information as jpeg. Your parcel at this address is zoned
as R-2 for the last 30 years and no change has made to it. Its land use classification was STD (Service Trade District) and
with this amendment it is going to amend to RM (Residential medium). If you are asking for another address please let
me know.

Thank you for contacting with us for more information about the Land Use amendment in Shackleford Area. Before
answering your questions I would like to correct the case number from LU19-19-01 to LU19-01 and it is not official, yet.
Sorry for mistyping. Also, I would like to emphasize that none of the changes in the letter sent you on December 3, 2019
are Zoning changes, but Land Use Amendments on Future Land use map. I also pasted the same answers below
embedded at your below email to help you understand which question is referring to which answer. They are basically
the same answers:
-Regarding to your question mentioned in the notification letter dated December 3, 2019; it is mentioning the Land Use
change, but not zoning change. And the recent past activity change is directly north of David O. Dodd Road + 20 acres of
RM (Residential Medium Density) land to PI (Public Institution) land use classification due to a new church
property/building occupancy on that area. It is shown as “from RM to PI” on the map which sent together with the
letter.
-Regarding to your request for more detail about the Rehab Facility on 5600 South Shackleford Road, zoned from R-2
(Single Family District) to POD (Planned Office District), Proposed use for this facilty: Substance abuse inpatient,
outpatient, research treatment facility. Approved by PC 04/25/2019. Approved by BOD 06/04/2019.

-Regarding to your Question about Land use amendment from current STD zoning to an RM zoning : There is no Zoning
amendment/change suggestion in your property. It is only a land use change on Future Land Use map. Your current
zoning R-2 will be remained on your property. It is a Land Use change from current STD to RM use and only going to be
shown on Land Use map for future references. You are not going to lose your current R-2 use. The suggested RM
(Residential Medium Density) use is complying with R-4 and more denser than current use R-2 zoning. This change
comes from the loss of a current RM use directly to the north of David O Dodd Road, from RM to PI) and not a zoning
change on your current R-2 zoned property.

property that I own in the 5800 blk of Shackleford Road. You have referenced recent past activity and changes in the
area initiating the zoning change.
Please provide me with more detail as to what the activity and changes have been/are. -Regarding to your question
mentioned in the notification letter dated December 3, 2019; it is mentioning the Land Use change, but not a zoning
change. And the recent past activity change is directly north of David O. Dodd Road + 20 acres of RM (Residential
Medium Density) land to PI (Public Institution) land use classification due to a new church property/building occupancy
on that area. It is shown as “from RM to PI” on the map which sent together with the letter.
I understand that a letter was recently sent to property owners contiguous to me notifying them of a proposed rehab
facility of some type. If this is correct, would you please provide me with a copy of that letter? -Regarding to your
request for more detail about the Rehab Facility on 5600 South Shackleford Road, zoned from R-2 (Single Family District)
to POD (Planned Office District), Proposed use for this facility: Substance abuse inpatient, outpatient, research

Also, please describe with detail the activity that has occurred that would justify a change in the current STD zoning to
