HomeMy WebLinkAbout13554ORDINANCE NO. 13,554 AN ORDINANCE SETTING OUT AN ATTENDANCE POLICY FOR BOARDS AND COMMISSIONS AND DECLARING THAT AN EMERGENCY EXISTS; AND FOR OTHER PURPOSES. WHEREAS, the Board of Directors for the City of Little Rock has the responsibility and the statutory authority to appoint members to various Boards and Commissions; and WHEREAS, some Boards and Commissions have no provisions regulating attend- ance; and WHEREAS, for the Boards and Commissions to function properly, members should attend and participate if they are going to serve the City and public. THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: SECTION 1. That all boards and commissions which are not provided for by state law are to be controlled by this ordinance. SECTION 2. That this ordinance automatically amends the by -laws of all affected boards and commissions. SECTION 3. That when a member of a board or commission has missed more than 25% of all regular meetings of that particular board or commission in one calendar year or more than 3 consecutive regularly scheduled meetings, then such person is automatically removed from such position unless, prior to the next scheduled meeting of the City Board of Directors, the member submits in writing the reasons for such absences and expresses his desire to remain on the Board or Commission, then the City Board of Directors, by a majority vote, shall allow the member to continue to serve. SECTION 4. That the Board or Commission shall immediately certify to the City Manager that said member has missed the requisite number of meetings. The City Manager shall immediately notify the Board of Directors of the vacancy, whereupon the Board of Directors shall appoint a new member by resolution at the next regular meeting of the Board of Directors. SECTION 5. That the City Manager shall also notify the person who is to be replaced of such replacement. Page 2 SECTION 6. That due to the irregular attendance by members of some boards and commissions, such boards and commissions are unable to function properly, thus the health and welfare of the citizens are being endangered; now, therefore, an emergency is declared to exist and this Ordinance being necessary for the preservation of public peace, health and safety shall be in full force and effect from and after its passage and approval.
