ORDINANCE NO. 4 21,946 (DECEMBER 29, 2020), TO ADJUST THE FISCAL YEAR 2021 5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE 6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET 7 FUND, VEHICLE STORAGE FUND, WASTE DISPOSAL FUND, AND 8 PARKING GARAGE FUND; TO DECLARE AN EMERGENCY; AND FOR 9 OTHER PURPOSES. 10 11 WHEREAS,the City approved a comprehensive budget for the City of Little Rock,Arkansas,in Little 12 Rock,Ark.,Ordinance No.21,946(December 29,2020);and, 13 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General 14 Fund,Street Fund,Fleet Fund,Vehicle Storage Fund,Waste Disposal Fund and Parking Garage Fund,and 15 where necessary to authorize the increase or decrease in the Fiscal Year 2021 line items for these and other 16 matters;and, 17 WHEREAS, the Mayor, City Manager and the Chief Financial Officer, in compliance with City 18 Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to the 19 Board of Directors for approval. 20 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.21,946(December 29,2020), 23 is hereby amended to reflect an increase in the General Fund Operating Resources amount of Fourteen 24 Million, Fifty-Eight Thousand, Eighty-One Dollars ($14,058,081.00) to Two Hundred Twenty-Four 25 Million,One Hundred Fifty-Nine Thousand,Fifty Dollars($224,159,050.00),and to increase the operating 26 budgets for General Fund Departments by Eleven Million, Seven Hundred Seventy-Six Thousand, Three 27 Hundred Ninety-Eight Dollars ($11,776,398.00) to Two Hundred Twenty-One Million, Eight Hundred 28 Seventy-Seven Thousand,Three Hundred Sixty-Seven Dollars($221,877,367.00). 29 Section 2. Street Fund Section 5 of Little Rock, Ark., Ordinance No. 21,946(December 29,2020), 30 is hereby amended to reflect an increase in Street Fund Operating Resources of Two Million,Two Hundred 31 Forty-Nine Thousand,Two Hundred Fifty Dollars($2,249,050.00)to Twenty-Three Million,Five Hundred 32 Twenty-Eight Thousand, Three Hundred Sixty-Nine Dollars ($23,528,369.00), and to reflect an increase 33 for Street Fund Departments of Six Hundred Thirty-Seven Thousand, Seven Hundred Fifty Dollars Page 1 of 31 1 ($637,750.00)to Twenty-One Million,Nine Hundred Sixteen Thousand,Eight Hundred Sixty-Nine Dollars 2 ($21,916,869.00). 3 Section 3. Fleet Fund Section 5 of Little Rock, Ark., Ordinance No. 21,946(December 29, 2020), 4 is hereby amended so the Fleet Fund Operating Resources amount will decrease by Seven Hundred 5 Thousand Dollars($700,000.00)to Twelve Million, Six Hundred Ninety Thousand, Six Hundred Twenty- 6 Three Dollars ($12,690,623.00), and to reflect an increase for Fleet Fund Departments of One Hundred 7 Sixty-Three Thousand Dollars($163,000.00)to Thirteen Million,Five Hundred Fifty-Three Thousand,Six 8 Hundred Twenty-Three Dollars($13,553,623.00). 9 Section 4. Vehicle Storage Fund Section 5 of Little Rock, Ark., Ordinance No. 21,946 (December 10 29, 2020), is hereby amended to reflect an increase in the Vehicle Storage Fund Operating Resources of 11 Three Hundred Thousand Dollars ($300,000.00) to Two Million, Fifty-Nine Thousand, Eight Hundred 12 Forty-Seven Dollars($2,059,847.00). 13 Section 5. Waste Disposal Fund Section 5 of Little Rock, Ark., Ordinance No. 21,946 (December 14 29, 2020), is hereby amended to reflect a decrease in the Waste Disposal Fund Operating Resources of 15 Three Hundred Six Thousand, Four Hundred Fifty Dollars($306,450.00)to Twenty-Three Million,Three 16 Hundred Sixty-Five Thousand, Four Hundred Twenty-One Dollars ($23,365,421.00), and to reflect a 17 decrease for Waste Disposal Fund Departments of Three Hundred Six Thousand, Four Hundred Fifty 18 Dollars ($306,450.00) to Twenty-Three Million, Three Hundred Sixty-Five Thousand, Four Hundred 19 Twenty-One Dollars($23,365,421.00) 20 Section 6. Parking Garages Fund Section 5 of Little Rock,Ark.,Ordinance No.21,946(December 21 29, 2020), is hereby amended to reflect a decrease in the Parking Garages Fund Operating Resources of 22 Three Hundred Eleven Thousand,Five Hundred Ninety-Seven Dollars($311,597.00)to Two Million,One 23 Hundred Ninety-Five Thousand, Eight Hundred Sixty-Five Dollars($2,195,865.00). 24 Section 7. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 21,946 25 (December 29,2020),is hereby amended to reflect an increase in contributions to Outside Agencies of Two 26 Hundred Twenty-Five Thousand Dollars ($225,000.00) to Fourteen Million, One Hundred Sixty-Seven 27 Thousand, One Hundred Forty-Four Dollars ($14,167,144.00). The amended contracts included in the 28 operating uses in Section 5 include the following amounts for entities with which the City contracts for 29 public services,or in which the City has an ownership interest as follows: 30 (A)Rock Region Metro(Central Arkansas Transit Authority) $9,854,118 31 (B) Pulaski County Regional Detention Center $2,554,153 32 (C) Arkansas Arts Center $800,000 33 (D)Museum of Discovery $367,000 34 (E) Metroplan $178,042 [Page 2 of 31 1 (F)Downtown Partnership $145,000 2 (G)PAGIS $134,850 3 (H)Pulaski County Health Unit Support $56,100 4 (I)Oakland Fraternal Cemetery $50,000 5 (J)CHI St. Vincent $25,381 6 (K)City Beautiful $2,500 7 Total Outside Agency Contributions $14,167,144 8 Section 8. Records. The Chief Financial Officer is directed to maintain appropriate records which 9 provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 10 provided to the Board of Directors on September 28,2021. 11 Section 9. Severability. In the event any title, section,paragraph,item, sentence,clause,phrase, 12 or word of this ordinance is declared or adjudged to be invalid or unconstitutional,such declaration 13 or adjudication shall not affect the remaining portions of the ordinance which shall remain in full 14 force and effect as if the portion so declared or adjudged invalid or unconstitutional were not 15 originally a part of the ordinance. 16 Section 10. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 17 ordinance are hereby repealed to the extent of such inconsistency. 18 Section 11. Emergency Clause.
