3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 APPROPRIATE NINETY-EIGHT THOUSAND, FOUR HUNDRED
5 THIRTY-NINE DOLLARS ($98,439.00) FROM THE CITY'S 3/8-CENT
6 CAPITAL SALES AND COMPENSATING USE TAX PROCEEDS,TO THE
7 ARKANSAS LIVESTOCK SHOW ASSOCIATION, FOR CAPITAL
8 IMPROVEMENTS TO THE ARKANSAS STATE FAIRGROUNDS; AND
9 FOR OTHER PURPOSES.

11 WHEREAS,pursuant to Section 8.C.of Little Rock,Ark.,Resolution No. 13,343 (July 11,2011),the
12 Board of Directors directed proceeds be set aside in an amount up to Three Million Dollars($3,000,000.00)
13 for Expansion and Improvement of Facilities to enhance the Arkansas State Fairgrounds;provided the Fair
14 remain at its current location within the City of Little Rock on Roosevelt Road;and,
15 WHEREAS, on October 1, 2012,via Resolution No. 13,577, an initial appropriation of Ninety-Eight
16 Thousand, Seven Hundred Dollars($98,700.00)was made for improvements to Barton Coliseum; and,
17 WHEREAS,a subsequent appropriation for Ninety-Five Thousand Dollars($95,000.00)was made to
18 assist with additional improvement costs to the Coliseum and Administration Building on the Fairgrounds
19 via Resolution No. 13, 874 on April 15,2014;and,
20 WHEREAS, in Resolution No. 14,770 (April 17, 2018), the City Manager and other City employees
21 were authorized to execute an agreement between the City and the Arkansas State Fair Association, also
22 referred to as the Arkansas Livestock Show Association, to formalize the contractual terms of the
23 relationship; and,
24 WHEREAS,the Arkansas Livestock Show Association has announced its intention to keep the Fair in
25 Little Rock for the foreseeable future; and,
26 WHEREAS, the General Manager of the Arkansas State Fair Association has requested funding to
27 reimburse the Arkansas Livestock Show Association in an amount of Ninety-Eight Thousand, Four
28 Hundred Thirty-Nine Dollars($98,439.00),for the purchase of the property located at 2507 Howard Street,
29 and for the demolishing and disposing of the existing structures at 2507 Howard Street and for related tree
30 services.
31 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
32 OF LITTLE ROCK,ARKANSAS:
33 Section 1. The sum of Ninety-Eight Thousand, Four Hundred Thirty-Nine Dollars ($98,439.00) is
34 hereby appropriated from the proceeds of the 3/8-Cent Capital Sales and Compensating Use Tax to

1 reimburse the Arkansas Livestock Show Association for expansion and improvement of facilities,including
2 the purchase of the property located at 2507 Howard Street and related demolition and disposition of
3 existing structures and for related tree services.
4 Section 2. Funds for this appropriation are available in Account No. 326459-TS45A09.
5 Section 3. Severability. In the event any section,paragraph, item, sentence,clause,phrase or word of
6 this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication
7 shall not affect the remaining portions of the resolution which shall remain in full force and effect as if the
8 portion so declared or adjudged invalid or unconstitutional were not originally part of this resolution.
9 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same that are inconsistent with
10 the provisions of this resolution are hereby repealed to the extent of such inconsistency.
