3 A RESOLUTION TO AUTHORIZE THE CITY MANGER TO ENTER
4 INTO SIX (6)-MONTH CONTRACT EXTENSIONS WITH FIVE (5)
5 ORGANIZATIONS TO PROVIDE PREVENTION, INTERVENTION
6 AND TREATMENT (PIT) FUNDS FOR POSITIVE PREVENTION
7 PROGRAMS FOR 2021 - 2022, AS ENDORSED BY THE COMMISSION
8 ON CHILDREN, YOUTH AND FAMILIES; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, as part of the continued efforts to fund special programs with Prevention and
12 Intervention Dollars that will benefit children,youth and families within the City;and,
13 WHEREAS, Positive Prevention Programs are part of the Prevention and Youth Intervention
14 Programs conducted by non-profit and faith-based organizations which may be located anywhere within
15 the City; and,
16 WHEREAS, the Children, Youth, and Families in January voted to endorse recommendations for
17 twelve (12) applications meeting the minimum scores for funding consideration for Positive Prevention
18 Programs in Bid Nos. 1107; and,
19 WHEREAS, the Little Rock Board of Directors by Resolution No. 15,390 (February 23, 2021)
20 approved the award of twelve (12) programs with five (5) non-profit and faith-based organizations to
21 provide Positive Prevention Programs Afterschool/Out-of-School Time Programs; and,
22 WHEREAS, at their June 2021 meeting, the Commission on Children, Youth and Families voted to
23 endorse six (6)-month contract extensions contingent upon the approval of the Little Rock Board of
24 Directors;and,
25 WHEREAS, upon the formal adoption of this resolution, contracts will be finalized and executed
26 with the organizations.
27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
28 OF LITTLE ROCK,ARKANSAS:
29 Section 1. The City Manager is authorized to enter into Contracts with the following twelve (12)
30 entities listed for contract extensions to provide Positive Prevention Programs in an amount not to exceed
31 Forty Thousand Dollars($40,000.00)per program:

17 Section 2. Funds for these programs are available in the 2021 Budget for the Community Programs
18 Department,Account No. 108159-S15C274.
19 Section 3.(a)The term for each contract listed in Section 1 of this resolution shall be for a period no
20 longer than six(6) months. The programs will operate up to six(6)months, between September 1, 2021,
21 and February 28, 2022, with the final report due March 31, 2022, with an understanding that the City
22 ratifies, accepts and will compensate any work done between September 1, 2021, and the effective date of
23 the approved contract extension.
24 Section 4. All payments are conditioned upon entry into contracts for services that are in a form
25 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to
26 offer similar services to any vendor during 2021 if, in its sole discretion, it decides to do so.
27 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 resolution.
32 Section 6. Repealer. All laws, ordinances and resolutions, or parts of the same, that are inconsistent
33 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
