3 A RESOLUTION TO CREATE THE HEIGHTS TEMPORARY
4 ENTERTAINMENT DISTRICT, FOR THREE (3) DAYS, STARTING
5 SEPTEMBER 16, 2021, OCTOBER 21, 2021, AND NOVEMBER 18, 2021;
6 AND FOR OTHER PURPOSES.

8 WHEREAS, on July 23, 2019, the Board of Directors of the City of Little Rock, Arkansas, passed
9 Little Rock, Ark., Ordinance No. 21,761, as amended, which permitted the creation of a Temporary
10 Entertainment District pursuant to Arkansas State Law and City Ordinance; and,
11 WHEREAS, the City Board of Directors has determined the creation of a Temporary Entertainment
12 District as proposed by Ordinance No.21,761,as amended, is appropriate as recommended by the Planning
13 &Development Department.
14 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS.
16 Section 1. The Heights Temporary Entertainment District is hereby created by the City of Little Rock
17 as a Temporary Entertainment District on Tuesday, September 7, 2021, and subject to Ordinance No.
18 21,761,as amended, and its defined terms.
19 Section 2. Boundaries. The Heights Temporary Entertainment District boundaries are particularly
20 described along Kavanaugh Boulevard,from University Avenue in the west to North Polk Street in the east.
21 In addition,the District includes Kavanaugh Boulevard,from Cantrell Road running north along the eastern
22 side of Kavanaugh Boulevard to the intersection of Club Road and North Van Buren Street. Finally, the
23 District includes the area zoned for business immediately north of the intersection of Club Road and North
24 Van Buren Street.
25 Section 3. Timeframe. The Heights Temporary Entertainment District will be designated as a
26 Temporary Entertainment District upon the adoption of this resolution and shall expire on November 18,
27 2021. The dates and times are September 16,2021,from 5:00 PM—9:00 PM;October 21,2021 from 5:00
28 PM—9:00 PM; and November 18, 2021, from 5:00 PM—9:00 PM. The City reserves the right to amend
29 boundaries and hours of operation at its sole discretion.
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
34 resolution.

1 Section 5. Repealer. The provisions of all technical codes, ordinances, and codes of ordinances in
2 conflict with the provisions of this ordinance are hereby repealed.
