3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AN AGREEMENT WITH WITTENBERG, DELONY & DAVIDSON
5 ARCHITECTS, IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
6 SEVENTY-NINE THOUSAND, FOUR HUNDRED EIGHTY-THREE
7 DOLLARS ($179,483.00), TO PROVIDE ARCHITECTURAL DESIGN
8 SERVICES FOR THE WILLIE L. HINTON NEIGHBORHOOD
9 RESOURCE CENTER RENOVATION PROJECT; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, on December 11, 2020, the City issued Request for Statements of Qualifications (SOQ)
13 for Architectural Design Services, Process No. 1062, which created a qualified vendor list of firms capa-
14 ble of providing Architectural Design Services for the City of Little Rock; and,
15 WHEREAS, the City is in need of Architectural Design Services for the City's Willie L. Hinton
16 Neighborhood Resource Center Renovation Project; and,
17 WHEREAS, pursuant to this SOQ process, a Selection Review Committee selected Wittenberg,
18 Delong& Davidson Architects(WD&D)as the most qualified firm from the candidates on the vendor list
19 submitting proposals, and a recommendation to select WD&D for this project was submitted to the City
20 Manager for approval; and,
21 WHEREAS, WD&D has the required professional skill and judgment, and is willing to work with
22 the City and the City's Construction Manager chosen for this project in a relationship of trust and
23 cooperation,and in accordance with Arkansas State Law and the City's ordinances; and,
24 WHEREAS,after the selection of this firm, the City has been able to negotiate an acceptable contract
25 to provide these services as required by State Statute; and,
26 WHEREAS, this renovation project will be conducted in two (2) phases. The fee for Architectural
27 Design Services for Phase I of the Project is anticipated not to exceed the amount of One Hundred
28 Seventy-Nine Thousand, Four Hundred Eighty-Three Dollars($179,483.00); and,
29 WHEREAS, Phase 2 of the Project will be conducted when a firm construction cost has been
30 established for that portion of the project; and,
31 WHEREAS, in order to complete the project and to make the Willie L. Hinton Neighborhood
32 Resource Center renovations fully functional as soon as possible, WD&D's services will include
33 Furniture, Furnishings and Equipment Design Services which includes, but is not limited to, furniture

1 design selections, furniture bid package review, ordering procurement, delivery coordination, installation
2 observation and coordination, and punch out of all installed furniture for the project.
3 NOW,THEREFORE,BE IT RESOLVED BY TILE BOARD OF DIRECTORS OF THE CITY
4 OF LITTLE ROCK,ARKANSAS:
5 Section 1. The City Manager is authorized to enter into an agreement with Wittenberg, Delong &
6 Davidson Architects in an amount not to exceed One Hundred Seventy-Nine Thousand, Four Hundred
7 Eighty-Three Dollars ($179,483.00) to provide Architectural Design Services to the City of Little Rock
8 for Phase 1 of the Willie L.Hinton Neighborhood Resource Center Renovation Project.
9 Section 2. Wittenberg, Delong & Davidson's services will include Furniture, Furnishings and
10 Equipment Design Services.
11 Section 3. Funds for this Agreement will come from Account No. 108129-S10C298.
12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
16 resolution.
17 Section 5. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
18 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
