3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AMEND LITTLE ROCK, ARK. ORDINANCE NO. 21,821
5 (DECEMBER 17,2019)TO APPROVE A SIXTY-FOUR THOUSAND,TWO
6 HUNDRED FORTY-FIVE AND 37/100 DOLLAR ($64,245.37) INCREASE
7 TO THE SOLE-SOURCE ORDINANCE APPROVED FOR THE
8 AGREEMENT WITH GOVERNMENTJOBS.COM,INC.,D/B/A NEOGOV,
9 TO INCLUDE THE PURCHASE OF THE LEARN MODULE AND JOB
10 POSTING EXPANSION FOR A REVISED AMOUNT NOT TO EXCEED
11 ONE HUNDRED THIRTY FIVE THOUSAND DOLLARS ($135,000.00),
12 PLUS APPLICABLE TAXES AND FEES; AND FOR OTHER PURPOSES.

14 WHEREAS, the City of Little Rock, Arkansas ("City") utilizes Governmentjobs.com, Inc., d/b/a
15 NEOGOV)("NEOGOV")software for its Human Resources Employment Division; and,
16 WHEREAS, NEOGOV is the sole supplier for the Human Resource Software Licenses and related
17 services for Insight Enterprise;NEOGOV Onboard;and NEOGOV Core HR Employee Management; and,
18 WHEREAS, Little Rock, Ark. Ordinance No. 21,821 (December 17, 2019) approved the Human
19 Resources Division NEOGOV Software Services upgrade to include the NEOGOV Onboard Program in
20 an amount not to exceed Seventy Thousand, Seven Hundred Forty-Five and 73/100 Dollars($70,745.73),
21 plus applicable taxes and fees;and,
22 WHEREAS,the Human Resources Division requests an amendment to Ordinance No.21,821 for the
23 purchase of the LEARN Module and job posting expansion to Governmentjobs.com and to increase the
24 agreement to One Hundred Thirty-Five Thousand Dollars($135,000.00)plus applicable taxes and fees.
25 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
26 OF LITTLE ROCK,ARKANSAS:
27 Section 1. Little Rock, Ark., Ordinance No. 21,821 (December 17, 2019) is amended to include the
28 LEARN Module and job posting expansion to Governmentjobs.com for to increase the Agreement purchase
29 price to One Hundred Thirty-Five Thousand Dollars($135,000.00)plus applicable taxes and fees.
30 Section 2. Funding for the software improvements and upgrades is available in Account No. 102701-
31 61350.
32 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
34 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 ordinance.
3 Section 4. Repealer. All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
4 the provisions of this ordinance, are hereby repealed to the extent of such inconsistency.
